The Riverside County Sheriff's Office is seeking an IT Business Systems Analyst II to fill a vacancy within their Technical Services Bureau in Riverside. This position will be in-office; no telework will be available.

As an IT Business Systems Analyst II, the incumbent will be tasked with application support and development on the Systems Analysis Group, while also possessing the expertise to create comprehensive and insightful reports. Other duties may include: testing, debugging, and maintaining applications to ensure optimal performance and usability; managing user permissions and access levels based on established security protocols; working closely with stakeholders to understand reporting requirements and translate them into effective reports; creating visually appealing and easy-to-understand dashboards and reports using relevant tools or languages; optimizing queries and data retrieval processes to enhance report generation efficiency.

Competitive applicants will possess:
  • Proficient experience working with databases, such as MS Access or SQL.
  • Experience creating and designing reports with Power BI, SQL Server Reporting Services (SSRS) or similar tools.
  • Experience with front end and back end programming languages, such as .NET, JavaScript, ReactJS, C#, JSON, and/or C .  
  • Proficiency in SharePoint frameworks and development tools.
  • Experience with installation, testing, and migration processes and techniques.
  • Experience with the use of packaged or off-the-shelf and third party application software, including office automation tools.
  • Experience in a law enforcement agency or a related field.

• Conduct systems analysis and design of business processes involving evaluation of current and proposed information and business process flow, available and emerging technology hardware and software, and cost/benefits.
 
• Analyze projects; document new organizational processes; generate reports for management on new technology.

• Develop and document user requirements from end-user input for new and/or existing systems, business processes, and applications.

• Develop enhancements and modifications to existing software programs using programming language, such as C# and other tools.

•  Design and develop Power BI reports, dashboards, and data visualizations that provide actionable insights.

• Coordinate and communicate with end users, management, staff, and vendors on project issues and status. 

Troubleshoot and resolve application-related problems reported by users. Collaborate with development teams to address bugs and performance issues. 

• Understanding of version control systems (e.g., Git) and experience in collaborative coding environments.

• Document troubleshooting steps and resolutions for future reference and knowledge sharing.

• Assist in the testing of new application features and updates. Ensure changes meet quality standards before deployment.

• Utilize strong communication skills to interact effectively with stakeholders and translate requirements into technical solutions.

• Coordinate program and/or system development activities with vendors as required; maintains effective communications with users regarding vendor activities, problems, status, timelines and other details.

• Provide professional support and troubleshooting assistance to customers pertaining to applications-related matters; investigate, troubleshoot, evaluate and resolve application function problems.

• Conduct online, group and/or one-on-one training sessions with application users and/or technology staff in order to provide information on application functions; design and prepare training materials.
Education: Completion of 30 semester or 45 quarter units from an accredited college or university, preferably with coursework in computer science, computer information systems, data processing, information management, or a related field to the assignment. (Additional qualifying IT job-related experience may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience).

Experience: Two years of IT system analysis experience, preferably with the County of Riverside.

License: Possession of a valid California Driver's License.

Background Investigation: A successful security clearance background check conducted by the Riverside County Sheriffs' Office is required for this position.

Knowledge of: Database systems and proficiency in working with databases (e.g., SQL, MS Access); SharePoint frameworks and development tools; creating, designing, and optimizing reports using SQL Server Reporting Services (SSRS), Power BI or similar tools; principles, methods and techniques used in designing, developing, and testing business applications Methods and techniques of developing and presenting technical documentation and training materials; conducting regular backups of databases, files, and other data sources according to established schedules and protocols.

Ability to: Perform professional level applications development duties, including programming, maintaining, troubleshooting and repairing various application structures and websites; gather and interpret business requirements to design and develop reports that meet stakeholders' needs; develop, maintain, test and troubleshoot program structures, flow charts, layouts and screens using standard technologies and tools; read and interpret source code from commonly used programming languages; develop a working knowledge of new programming languages; communicate technical information to a wide variety of users; troubleshoot and repair a variety of application issues using appropriate testing methods and tools; plan, organize, prioritize and process work to ensure that deadlines are met; communicate effectively, both verbally and in writing; establish and maintain effective working relationships with those encountered during the course of the work.

Required IT-Related Skills: Systems analysis theory, processes and techniques; project spec development; application design; writing and modifying technical and user documentation; data modeling techniques; prepare flow process diagrams and other design graphics; application of industry or County standards and conventions for systems analysis and quality assurance; installation, testing and migration process and techniques; quality and version control processes; use of packaged or off-the-shelf and third party application software including office automation tools.
 
Preferred IT-Related Skills: Analyze and interpret complex data sets to produce detailed and actionable reports. Knowledge of database design and management. Design, develop, and implement custom applications and solutions tailored to business requirements.
