DEPUTY COMMISSIONER OF THE REVENUE
GENERAL DEFINITION OF WORK: FLSA Status: Non-Exempt
Performs intermediate skilled clerical work assisting in the operation of the office of the Commissioner of the Revenue; does related work as required. Work is performed under regular supervision. Performs responsible skilled clerical work assisting in the operation of the office of the Commissioner of the Revenue; does related work as required. Work is performed under regular supervision.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
Assisting with state income, real estate, personal property and business license, food and beverage, and transient taxes and the general operation of the Commissioner of the Revenue's office; preparing and maintaining files and records; scanning documents-electronic storage; and assisting the public.

- Assist taxpayers with tax forms, answers routine questions concerning tax laws.
- Sorts and prepares returns for mailing to the department.
- Prepares mailings for personal property taxes and tax relief, business license, food & beverage, and transit occupancy taxes.
- Work at front counter and fills in for other departments as needed.
- Responds to inquiries regarding assessments by telephone, e-mail, and in person. Answers telephone; responds to questions or directs callers to appropriate party.
- Assists taxpayers with filing license applications; checks applications for completeness and compliance; enters data into computer system.
- Update business accounts as necessary.
- Adjusts business license accounts as needed {abatements, exonerations, supplements}
- Helps taxpayers accurately declare personal property; ensures accuracy of data.
- Types license certificate and related correspondence.
- Audits and reviews tax returns for accuracy and completeness.
- Receives training in other areas and sections of the office and performs back-up duties in those sections as required.
- Prepares daily reports for the Treasurer’s Office.
- Gathers documents to be scanned by all departments.
- Scans all documents and associated forms including real estate, personal property, business license, food and beverage and transient occupancy taxes into Laserfiche, ensuring legible and proper folders.
- Works closely with Treasurer’s office on reports and delinquent taxes.
- Works under the supervision of the Auditor, Chief Deputy, and Commissioner.
- Works with Auditor on various accounts of business license, food and beverage and transient occupancy taxes on non-filers, delinquent filers, and inaccurate reporting.
- Records real property transfers and other related data such as address changes and acreage adjustments.
- Audits and reviews tax returns for accuracy and completeness.
- Makes copies of plats; sorts deeds and transfer information; review Schedule C’s and processes bills as required.
- Helps ensure applicants qualify for various programs administered by the office.
- Prepares telephone consumer utility tax relief forms for taxpayers.
- Processes incoming and outgoing mail.
- Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES:
General knowledge of general laws and administration of policies governing real, personal property and excise taxes; general knowledge of modern office practices and of standard office and accounting equipment; ability to establish and maintain effective working relationships with County officials, associates and the general public; ability to prepare and maintain detailed financial records and reports; ability to make arithmetical calculations quickly and accurately; ability to operate standard office, word processing and data entry equipment; ability to understand and follow oral and written instructions. Some knowledge of general laws and administration of policies governing real, personal property and state income taxes; general knowledge of modern office practices and of standard office and accounting equipment; ability to prepare and maintain detailed financial records and reports; ability to make arithmetical calculations quickly and accurately; ability to operate standard office, word processing and data entry equipment; ability to understand and follow oral and written instructions; ability to establish and maintain effective working relationships with County officials, associates and the general public.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from high school and some clerical experience. Some auditing experience preferred.
PHYSICAL REQUIREMENTS:

This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires stooping, crouching, reaching, standing, lifting, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for color perception, preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities the worker is not subject to adverse environmental conditions.
