The County of Yolo is recruiting to fill one (1) regular, full-time position in the class of Child Support Program Manager at the Colusa-Sutter-Yolo Regional Child Support Agency (RCSA). Successful candidates will be placed on an eligible list that will be utilized to fill this vacancy as well as future positions as they become available. Employee may be assigned to Woodland, CA, Colusa, CA, or Yuba City, CA.

The Position
To plan, organize, and direct the administrative, professional and technical activities of the Department of Child Support Services and perform one or more specialized functions mandated by the California Department of Child Support Services; coordinate Child Support activities with other divisions and departments; and provide highly complex staff assistance to the Director of Child Support Services.  The Child Support Program Manager is responsible for assisting the Director with managing and administering the programs, functions, budgets, and activities of the Department of Child Support Services.

This is a single level specialized classification that reports to the Director of Child Support Services and provides full line and functional management responsibility for a division or program.   This position is considered a program administrator over quality assurance and compliance and is responsible for establishing an overall structure for the routine review of performance indicators to ensure the Department meets established State and Federal performance measures.

  • Develop, recommend and implement departmental goals, objectives, program policies and operational procedures;
  • Plan, organize and direct child support activities including ensuring delivery of mandated and other direct services in compliance with Federal, State and local rules, regulations and policies.  Especially regulations and policies related to child support establishment, enforcement, collection and distribution of child support; and investigation and referral of cases for criminal prosecution;
  • Assist in the preparation of the state and county budget; participate in the forecast of additional funds needed for staffing, equipment, materials and supplies; monitor and control expenditures;
  • Evaluate the effectiveness of data processing applications; make recommendations to develop methodology for implementing and maintaining new or existing application programs; 
  • Direct, oversee and participate in the development of the Child Support work plan, assign work activities, projects and programs; monitor work flow; employee performance; review and evaluate work products, methods and procedures;
  • Recommend the appointment of personnel; provide or coordinate staff training; work with employees to correct deficiencies; recommend and implement discipline procedures as directed;
  • Establish training programs and evaluate training outcomes to provide for the proper application of program policies;
  • Manage the organization and work flow charts in the preparation of operating manuals to improve efficiency and effectiveness;
  • Consult and advise management staff regarding countywide child support policy issues to ensure compliance; analyze, develop and implement performance improvement action plans; participate in the development of standards and programs relating to these policies;
  • Confer with legal staff in the application of laws, codes and regulations pertaining to the security of delinquent accounts;
  • Represent the Department before federal, state, and local regulatory advisory and governing bodies, outside agencies and organizations; participate at state and regional child support conferences and meetings as required;
  • Formulate long-range strategic plans to increase the efficiency and cost effectiveness of providing child support services in the county;
  • Participate in the development and maintenance of complex automated record keeping and accounting systems; and
  • Perform other duties as required.
Minimum Qualifications

Education: Sixty (60) college semester units or ninety (90) quarter units preferably including business related classes, from an accredited college or university; AND
 
Experience: Three years of responsible experience, preferably in a child support enforcement agency, in an administrative, professional, or management capacity; OR
 
Substitution:  Additional years of qualifying experience may substitute for the required sixty (60) college semester units on the basis that one year of experience is equal to thirty (30) semester units.
 
License
Positions in this classification require incumbents to possess and maintain a valid California driver’s license, Class C or higher, to carry out job related duties. Individuals who do not meet this requirement due to a physical or mental disability may request a reasonable accommodation.

Background Requirements
Incumbents in this class will have access to Federal Tax Information and are subject to confidentiality and safeguarding requirements of Internal Revenue Code 6103(p)(4).  As such, an individual selected for this position is subject to a thorough background investigation as stipulated in Section 5.1.1 of Internal Revenue Service Publication 1075, which includes the following:

  • Review of Federal Bureau of Investigation (FBI) fingerprint results;
  • Check of local law enforcement agencies where the subject has lived, worked and/or attended school within the last five (5) years and, if applicable, of the appropriate agency for any identified arrests; and
  • Verification of an employee's eligibility to work in the United States.
Background investigations are conducted upon hire and every five (5) years of employment thereafter.  
 
Knowledge of: relevant Federal and State laws and regulations governing the child support program; policies and procedures regarding the child support program; issues in the management of the child support program; principles of public administration and strategic planning; project and program management; principles of supervision, training and quality management; communication skills necessary to resolve complaints; legal terminology and document processing as they relate to child support enforcement; and written and oral communication skills.
 
Ability to: plan, organize, assign and review the work of subordinates; analyze complex problems and recommend solutions; apply policies and procedures regarding the child support program; understand, interpret, and apply legal codes, regulations, and rules pertaining to program operations: plan and organize work to meet deadlines on a timely basis; research, collect, and analyze data, draw conclusions and prepare clear and concise reports; evaluate processes and formulate appropriate recommendations to improve child support operations; prepare quarterly and annual statistical reports; communicate factually, frankly, and honestly with staff, child support customers, other stakeholders, and the general public; communicate effectively both verbally and in writing; maintain and protect staff and customer confidentiality; establish and maintain effective working relationships; and use computer systems and related software.
