The Behavioral Health (BH) Quality Management (QM) Children's Supervising Clinician within the Adult and Aging branch plans, assigns, and directs the work of the BH Quality Management child clinical unit.; Supervise QM child clinical and analytical staff with the authority to make recommendations for hiring, terminations, evaluations, and provide discipline; Identifies opportunities for improving child BH service delivery methods, staff productivity, caseload management, and efficiency as well as identifies resource needs. Reviews opportunities with appropriate Adult and Child Branch management staff and implements improvements; Participate in the development and implementation of child BH QM program goals and objectives, as well as keep Child Specialty Mental Health Service policies and procedures up to date; Makes recommendations for changes and improvements to existing standards and procedures as federal regulations and state directives are released.; Researches, prepares, and may deliver presentations to BH staff, various community groups and contracted providers about various aspects of child BH related problems and systemic/process changes; Works closely with the QM Manager to ensure quarterly Quality Improvement Committee and SUD Provider meetings occur as planned. They also work closely with their team (and other QM staff) to ensure BH QM prepares and submits all necessary materials for external audits and reviews, as well as responds timely to any Corrective Action Plans.

Definition
Under direction, supervises, assigns, reviews, and participates in the work of staff responsible for providing individual, group, and family counseling, therapy, and referral services to psychologically disturbed or substance abusing clients; provides consultation, information, and education to community groups, schools, and agencies; ensures work quality and adherence to established policies and procedures; and performs the more technical and complex tasks relative to the assigned area of responsibility.
Distinguishing Characteristics
This class is the supervisory class in the Clinician series. Incumbents in this class are expected to work under minimal management supervision and instruction, and to exercise considerable independent judgment and initiative while supervising and coordinating the work of professional, technical, and other staff in providing individual, group, and family counseling, alcohol and drug prevention and/or treatment services. Incumbents also assume program responsibilities for one or more programs, contracts, and/or functions within the department.
The following duties are typical of those performed by the incumbent in this classification series; however, other duties may also be required.
- Plans, assigns and directs the work of a unit of professional and/or paraprofessional staff in providing individual, group, and family counseling and therapy services;
- Supervises staff with authority to make recommendations for appointments, terminations, evaluations and discipline;
- Assists in budget preparation for a program or function and assists in developing grant applications and grant writing for State funds; and
- Develops and provides training programs in clinical skills for counseling and therapy staff.
- Identifies opportunities for improving service delivery methods, productivity, caseload management, and efficiency; identifies resource needs; reviews with appropriate management staff; and implements improvements.
- Participates in the development and implementation of goals, objectives, policies and procedures; makes recommendations for changes and improvements to existing standards and procedures.
- Provides individual and group counseling, therapy, and referral services to psychologically disturbed or substance abusing clients and provides consultation, information, and education to community groups, schools, and agencies;
- Interviews clients to determine and assess client's social, psychological, legal, and personal history for purposes of formulating a clinical diagnosis;
- Writes or dictates clinical chart notes for each patient contact;
- Assesses client's progress on a continuing basis and makes modifications to treatment plan in order to meet client's goals;
- Assesses presenting problem and social histories to establish a diagnosis;
- Observes and evaluates client's progress in order to evaluate treatment plan and monitors effects of medications in order to make referral to staff Psychiatrist for further monitoring.
- Evaluates behavioral health emergencies in order to provide appropriate referrals;
- Evaluates for 72-hour involuntary hospitalization for clients in crisis;
- Consults with other professional staff to provide feedback on difficult cases;
- Participates in seminars and provides review, feedback, and guidance on treatment alternatives;
- Researches, prepares, and delivers presentations to community groups and agencies about various aspects of behavioral health related problems;
- Performs related duties as assigned.
Education: Master's Degree from an accredited college/university in Social Work, Counseling, Psychology, or Marriage and Family Counseling; AND
Knowledge of: Principles and practices of supervision, discipline, leadership, mentoring, and training; team dynamics and team building; a broad range of theories of alcohol and drug problems and addictions, and psychological development disorders; social aspects of emotional disturbance and counseling techniques; uses and side effects of a range of psychiatric medications in order to refer to staff Psychiatrist; the scope and activities of community health agencies; methods and techniques of providing casework consultation to staff members; laws, rules, and regulations governing the operation of public social service agencies and the various specialized assistance programs.
