| Background: The Maryland Higher Education Commission (MHEC) gathers relevant data through annual collections. These collections focus primarily on institutional data for credit-bearing programs. Through collaborative efforts with the Maryland community colleges, MHEC has just begun to pilot a new collection specific to non-credit completers. Non-credit programs are directly tied to specific workforce outcomes, particularly when there is a license or professional certificate involved. MHEC is in need of a formal mechanism to evaluate workforce outcomes and the success of non-credit programs at degree-granting institutions and private career schools regulated by MHEC. To do this, MHEC seeks a project coordinator to guide the process of expanding the pilot non-credit completer’s collection beyond community colleges to other educational segments. The Project Coordinator will provide daily project support for the delivery of key data system implementation activities for the Workforce Data Quality Initiative. They will oversee and provide daily scheduling, activity coordination, and reporting for project workflows. The Project Coordinator will interact with other skilled positions and stakeholders to coordinate activities that will promote the expansion of the existing non-credit data collection to impact workforce outcomes. In addition, the Project Coordinator will maintain project schedules, develop key project artifacts, and maintain project documentation as required. Duties/Responsibilities:

Skills/Experience Required | General Experience: 1. At least five years of experience in program/project management. 2. Strong experience as senior scheduler or master scheduler. 3. Strong understanding of the system development life cycle (SDLC) under iterative (agile) and hybrid project methodologies, PMI’s project management body of knowledge (PMBOK), development and operations integration (DevOps) or similar methodologies, frameworks and best practices for IT project management and service delivery. 4. Experience as a project team member on IT projects that involved business process reengineering, organizational change, and transforming multiple technology components. 5. Excellent communication and presentation skills including ability to interact effectively with various levels within the organization and experience engaging and working with agency partners to effectively deliver projects. 6. Working knowledge of current information security standards and best practices, virtualization technologies, on premise, hybrid, and cloud IT architecture designs and legacy modernization.
Education: Bachelors or Master’s degree from an accredited college or university in information technology or other related field.
Certification: Preferred Certification as a Project Management Professional (PMP), Certified ScrumMaster (CSM) or equivalent. |
