Job Purpose: To develop accurate and comprehensive estimates for both bidding and preliminary projects and provide support from the preliminary phases of a project including specification and drawing review as well support the Regional Manager as required to provide resources for our clients such as preliminary drawings, standard specifications, and preliminary estimates.
1. Position Highlights:
A. Preliminary Work:
- Develop preliminary estimates.
- Setup and log preliminary estimates using custom job management software.
- Coordinate with Drafting in the preparation of preliminary drawings.
- Prepare preliminary estimate letters.
- Respond to general inquiries.
B. Project Bids:
- Obtain and distribute project plans and specifications to appropriate parties.
- Review project documents for a complete understanding of project requirements.
- Prepare clarification requests.
- Prepare proposals for work when bidding as a Subcontractor or on negotiated work.
- Prepare subcontractor packages for each item of the work that CROM will not perform.
- Prepare cost estimates for items outside the scope of the tank when bidding as a General Contractor.
- Prepare the project notebook.
- Prepare the project bid estimate and bid review checklist.
- Review the bid estimate, proposal, bid review checklist and design for filing in the detailed bid review.
- Finalize estimate and proposal in final review meeting.
- Opportunities can only be approved by the Regional Lead or the President.
C. Change Order Work:
- Estimate and provide prices for change order work at the request of the Regional Manager and/or Project Manager.
D. Active participation in department meetings and completion of assigned department responsibilities.
E. Professional Conduct/Development:
- Build professional and technical knowledge through continuing education including reviewing professional publications, establishing personal networks, and participating in professional societies and educational workshops at the direction of the Construction Services Manager.
- Maintain and enhance the Company’s image through personal demeanor and methods of conducting business.
2. Minimum Qualifications:
- 5 or more years estimating/project related experience in prestressed concrete tanks, heavy civil projects, or similar.
- Intermediate to advanced MS Excel skills.
3. Preferred Qualifications:
- Experience working in Visual Basic
4. Knowledge Requirements:
- Mathematics - Knowledge of arithmetic, algebra, geometry, and their applications as required to execute the Estimator III role efficiently and accurately.
- English Language - Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
- Building and Construction - Knowledge of materials, methods, and the tools involved in the construction or repair of water & wastewater utilities infrastructure including prestressed concrete tanks.
- Administration and Management - Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
- Customer and Personal Service - Knowledge of principles and processes for providing customer and personal services.
- Law and Government - Knowledge of local laws and codes relevant to the construction of the projects for which we will offer a bid or proposal.
- Design - Knowledge of relevant codes and standards applicable to prestressed concrete tanks as well as utilities infrastructure in general.

6. Working Conditions:
- Primarily office
- Occasional travel will be required
- Extended hours will be required as necessary to meet deadlines
7. Physical Requirements
- Weight: Must be able to move, lift or leverage up to 20 lbs.
- Gross Motor: Must be able to stand, stoop, bend, reach, and walk often.
- Communication: Must be able to engage frequently in unrestricted communication by telephone, computer, and in-person.
