Job Description and Duties

The position supports the California Department of Public Health’s (CDPH) mission and strategic plan by overseeing various complex technical analytical tasks related to program policy, procedures, and interpretation of the State Administration Manual (SAM) and the Public Health Administration Manual (PHAM) as related to Center for Health Care Quality (CHCQ) Facilities, Fleet, and Asset Management Programs.

The incumbent will enforce applicable requirements/standards and is responsible for preparing documents, reports, and making recommendations to senior management.
The incumbent works under the supervision of the Staff Services Manager I (SSM I) of the Facilities, Fleet, and Asset Management Unit.
Teleworking may be available for this position, in accordance with CDPH’s Telework Policy and Procedures.

This is a 12 month Limited-Term Full-Time position that may be extended or become Permanent.

Health care facilities in California are licensed, regulated, inspected, and/or certified by a number of public and private agencies at the state and federal levels, including the CDPH Center for Health Care Quality (CHCQ) and the U.S. Department of Health and Human Services’ Centers for Medicare and Medicaid Services (CMS). CHCQ is responsible for ensuring health care facilities comply with state laws and regulations. In addition, CHCQ cooperates with CMS to ensure that facilities accepting Medicare and Medi-Cal (in California, Medicaid is referred to as Medi-Cal) payments meet federal requirements. CHCQ also oversees the certification of nurse assistants, home health aides, hemodialysis technicians, and the licensing of nursing home administrators.
