Role Summary
We are seeking an onsite Business Analyst with experience operating as a Product Owner in a Scrum delivery model – someone who owns the “what and why” for provider/network performance analytics. This role leads requirement discovery with business stakeholders, shapes KPI definitions, and maintains a well-defined backlog that the engineering and BI teams can execute against.
This is an analytics-forward BA role: you should be comfortable working with metrics, logic, and data. While you do not need to be a developer, you should be able to support data analysis, validation, and QA/UAT to ensure the reporting outputs match business intent.
Responsibility:
Product Ownership & Requirements Leadership
- Own and drive requirements discovery with business stakeholders (provider/network leaders, analytics leaders, and IT partners).
- Translate business needs into well-defined reporting requirements:
- KPI definitions and calculation logic (including ambiguity resolution)
- reporting granularity and drill paths
- authoritative source guidance when multiple sources exist
- Manage prioritization and sequencing of requirements to support milestone delivery.
Backlog Management (Jira) & Story Writing
- Create and maintain epics/features/user stories in Jira with clear acceptance criteria and testability.
- Ensure stories include: KPI intent, calculation assumptions, filters/drill behaviors, data dependencies, and validation expectations.
- Support sprint planning and backlog grooming with the PM/Scrum Master and technical leads.
Domain Expertise: Provider / Network Performance
- Apply payer/provider domain knowledge to shape requirements across areas like:
- provider performance and network insights
- network management and operational KPIs
- Medicaid priority (with extensibility to other LOBs)
- familiarity with provider identifiers and hierarchy concepts (e.g., TIN/NPI, pay-to vs billing concepts)
- measuring outcomes in value based care and compensation programs
Validation, QA & UAT Support (Important)
- Support QA and business validation by:
- defining test scenarios and expected outcomes
- performing reasonableness checks on KPIs
- helping reconcile outputs vs reference sources where available
- Assist in defect triage: clarify expected behavior, prioritize fixes, and confirm resolution with stakeholders.
Documentation & Enablement
- Maintain concise, high-value documentation:
- KPI catalog / definitions and assumptions
- reporting logic notes and dependencies
- glossary and business-facing guidance as needed
- Support rollout readiness through stakeholder enablement and clear communication.
AI-for-BI & Self-Service Enablement (Awareness Requirements Support)
- Help shape requirements that improve accessibility and usability via native AI capabilities (e.g., natural language interaction/semantic search) and reporting rationalization—focusing on practical, governed use.
Required Qualifications (Must-Haves)
- 5 years in a BA, product owner, or healthcare analytics consulting role.
- Strong healthcare payer domain familiarity, preferably including:
- provider performance / network management
- Medicaid experience (preferred)
- fee schedule or contracting concepts (helpful)
- ACO/VBC analytic concepts (helpful)
- Demonstrated ability to run workshops, synthesize decisions, and convert ambiguity into clear requirements.
- Hands-on experience with Jira (or similar) writing high-quality user stories with acceptance criteria.
- Has worked in a consulting model and has experience working as consultants with clients
- Strong communication skills—comfortable engaging Directors/VPs and facilitating decisions.
Preferred Qualifications (Nice-to-Haves)
- Analytics tool savvy: comfort working with BI outputs and logic; proven competence with wireframing, SQL, and PowerBI is a plus.
- Data/QA support capability: ability to use SQL (or strong Excel logic skills) to validate outputs and support reconciliation.
- Familiarity with data platform concepts (e.g., curated datasets, reporting marts, Databricks/Azure fundamentals).
- Prior experience supporting UAT for BI/analytics delivery.
Pay:
The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Fractal, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is: $180,000 - $210,000. In addition, you may be eligible for a discretionary bonus for the current performance period.

The Company provides for 11 paid holidays and 12 weeks of Parental Leave. We also follow a “free time” PTO policy, allowing you the flexibility to take time needed for either sick time or vacation.
