Healthcare Payer Analytics & AI (Scrum Master–Style Delivery Lead)
Location: Palo Alto, CA
Role Summary
We are seeking a Project Manager / Engagement Manager to serve as a Scrum Master–style delivery leader for healthcare payer analytics and AI initiatives. This role is responsible for driving execution rigor, delivery cadence, and stakeholder alignment across complex, cross‑functional analytics programs involving BI, data engineering, and data science teams.
The role partners closely with a domain‑focused Business Analyst (Product Owner) and technical leads, while owning the delivery “how”—planning, sequencing, risk management, quality, and communication. This is a senior, client‑facing position suited for candidates with strong healthcare payer domain exposure and experience leading multi‑team technology and analytics delivery.
Key Responsibilities
Scrum Master & Delivery Leadership
- Establish and run the delivery operating model, including sprint cadence, planning, backlog readiness checks, iteration reviews, and release coordination.
- Ensure teams have clear priorities, stable sequencing, and minimal disruption throughout the delivery lifecycle.
- Partner with Product Owners and technical leads to maintain a build‑ready backlog and predictable execution.
Stakeholder & Delivery Orchestration
- Serve as the primary delivery lead for client and internal stakeholders, facilitating working sessions, governance forums, and decision points.
- Coordinate across business, analytics, and data platform teams to manage dependencies, handoffs, and execution risks.
- Provide clear, executive‑ready communication on progress, risks, tradeoffs, and delivery outlook.
Risk, Scope & Quality Management
- Own RAID management (risks, assumptions, issues, dependencies) with proactive mitigation and escalation.
- Enforce scope discipline and change management aligned to milestone‑ or fixed‑bid delivery.
- Coordinate QA and UAT readiness in partnership with BA and technical leads, including defect triage and release stabilization.
Analytics & AI Delivery Awareness
- Lead delivery planning for analytics initiatives leveraging modern BI, data, and AI‑enabled analytics platforms.
- Ensure delivery teams apply AI capabilities (e.g., natural‑language analytics, semantic search) in a governed, adoption‑focused manner to support efficiency and insight accessibility.
Required Qualifications
Delivery & Leadership
- 10 years of experience leading delivery for complex technology or analytics initiatives; consulting experience strongly preferred.
- Demonstrated success operating as a Scrum Master, Engagement Manager, or Delivery Lead across cross‑functional teams.
- Proven ability to manage multiple workstreams, dependencies, and stakeholders in fast‑moving client environments.
- Strong executive communication skills and comfort engaging Directors, VPs, and senior leaders.
- Has worked in a consulting model and has experience working as consultants with clients
Healthcare Payer Domain Experience
- Hands‑on experience working within US healthcare payer environments, with exposure to:
- Provider and network performance domains
- Care management, population health, and clinical operations analytics
- Medicaid and multi‑LOB payer contexts
- Value‑based care, quality, utilization, and cost‑of‑care initiatives
- Ability to translate healthcare operational and clinical objectives into executable analytics delivery plans.
Analytics & Technology Literacy
- Experience coordinating delivery across BI/reporting, data engineering, and advanced analytics teams.
- Strong familiarity with Agile tooling and delivery governance (e.g., Jira, dependency tracking, release planning).
- Working knowledge of modern analytics architectures and delivery patterns.
Preferred Qualifications
- Experience delivering analytics solutions with platforms such as:
- Power BI (reporting and adoption awareness)
- Databricks (lakehouse delivery patterns)
- Azure data services
- Exposure to predictive modeling or ML‑driven analytics initiatives, particularly in operational or clinical contexts.
- Familiarity with data validation, reconciliation, and UAT processes for analytics delivery.
- Experience managing distributed onshore/offshore delivery teams.
- Understanding of PHI/HIPAA considerations and healthcare data governance.

Pay:
The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Fractal, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is: $180,000 - $210,000. In addition, you may be eligible for a discretionary bonus for the current performance period.

As a full-time employee of the company or as an hourly employee working more than 30 hours per week, you will be eligible to participate in the health, dental, vision, life insurance, and disability plans in accordance with the plan documents, which may be amended from time to time. You will be eligible for benefits on the first day of employment with the Company. In addition, you are eligible to participate in the Company 401(k) Plan after 30 days of employment, in accordance with the applicable plan terms. The Company provides for 11 paid holidays and 12 weeks of Parental Leave. We also follow a “free time” PTO policy, allowing you the flexibility to take time needed for either sick time or vacation.
