About Harris County Flood Control District:

The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.

What you will do at Harris County Flood Control District:

The Harris County Flood Control District is seeking qualified candidates for the role of Assistant Construction Project Manager. Responsible for implementing the construction phase of the District’s Capital Improvement and Maintenance Projects, including administration of professional service contracts for material testing consultants and construction consultants.

Essential Functions & Duties:

  • Assist in inspecting and providing compliant complex construction projects involving bridge, sanitary sewer, and waterline replacements as well as site clearing, grading, excavation, backfilling, and/or installation of reinforced concrete structures such as box culverts, low flow sections, channel lining, inlets, manholes, and other drainage structures.
  • Ensure quality assurance/quality control of the documentation provided with contractor’s pay estimates.
  • Assist in review and evaluation of contractor’s cross-sections and measured quantities.
  • Review material testing reports and invoices and recommend action as a result of failing tests.
  • Assist in review of contractor’s project schedules.
  • Attend pre-bid conferences and conduct pre-construction meetings and progress meetings.
  • Review projects prior to completion of plans and specifications to provide constructability evaluation.
  • Assist field inspection personnel including resolving conflicts and/or problems.
  • Prepare correspondence, complete forms and maintain records and files related to work activities.
  • Observe, inspect and document work-in-progress to ensure that projects are constructed in accordance with the approved construction plans and technical specifications, good construction practices, and applicable local, state, and federal permits and approvals.
  • Coordinate with contractor representatives on scheduling, interpretation of plans and technical specifications, and acceptability of materials and workmanship to ensure compliance with plan requirements.
  • Inspect materials on construction sites to ensure compliance with technical specifications and drawings, and schedule independent material testing and engineering companies to assist with quality assurance.
  • Discuss deficiencies in construction methods and materials with contractor representatives and project managers.
  • Document (with written words, pictures, sketches, product labels, etc.) materials and workmanship that do not meet requirements or have not been approved.
  • Prepare detailed written material, including reports and analyses of construction inspection enforcement, proposed variances and changes to construction plans, and negotiate construction costs and issues.
  • Collect documentation to support payment for work consisting of delivery tickets, invoices, product labels, sketches, calculations and other records that identify approved materials and products used in projects and support payments.
  • Attend substantial completion and final walks for assigned projects and respond to questions and concerns from attendees regarding status of work on project. Coordinate completion of the substantial and final completion punch lists with the contractor.
  • Understand the inspection, testing and payment requirements for all pay items in the contract. Know the deliverables required to close out a contract and work directly with the contractor to obtain all deliverables.
  • Understand the permitting requirements for various construction tasks and verify that valid permits are held by the contractor for work being performed.
  • Know the limitations of Nationwide Permits, individual permits and Stormwater Quality Pollution Prevention Plans and actively monitor the contractor’s compliance within the constraints of the permits.
  • Perform other duties that may be added or changed as the course and scope of the job directs.

Requirements

Education and Experience:

  • Requires a minimum of a Bachelor’s Degree from an accredited four-year college or university in Civil Engineering or a similar curriculum.
  • Experience in the supervision of construction staff.


Knowledge Skills, and Abilities:

  • Requires solid knowledge/understanding of construction standards, practices, and techniques.
  • Excellent diagnostic/troubleshooting skills to diagnose and solve unusual problems and advise on complex technical questions and/or complex work solutions.
  • Excellent analytical skills in applying guidelines, policies, and precedents and adapting standard methods to fit facts and conditions.
  • Excellent communication skills including presentation, grammar, and writing skills.
  • Excellent organizational and managerial skills.
  • Ability to work independently, under pressure with limited supervision.
  • Ability to work well with the public, interest groups, government agency personnel, and external organizations.
  • Utilize good time management skills and effectively prioritize and manage multiple tasks/initiatives.

Preferences

  • Experience working with government agencies and their governing bodies.
  • AutoCAD experience is desirable.
  • Certification of Engineer in Training (State of Texas).
  • Bilingual skills in English/Spanish a plus.

  • Work is generally performed indoors in a normal office environment with acceptable lighting, temperature, air conditions and noise levels.
  • When at field locations, may be exposed to significant levels of heat, cold, moisture, air pollution, wind and dust, wildlife and flying/walking insects.
  • When at field locations, may be exposed to vibration and/or noise in excess of 85 decibels.
