Job Overview

This position supports the Fleet Management department, an internal service operation responsible for Asset Management, Fuels Management, and Policy Oversight of a fleet exceeding 3,700 assets valued at over $240 million. The role provides leadership and oversight of daily operations across five fleet repair facilities, supervising seven direct and approximately 50 indirect reports. Key responsibilities include managing fleet maintenance programs, ensuring OSHA and environmental compliance, overseeing training and safety initiatives, and delivering high-quality repair services. The position also supports budget development for a $30 million annual budget, asset lifecycle management, project execution, and policy development, while ensuring exceptional customer service and adherence to sound fiscal practices.

Ideal Candidate

The ideal candidate will possess extensive knowledge in the principles and practices of leadership, strategic planning, and the management of operations related to fleet maintenance. This individual will demonstrate strong communication and leadership skills and will be responsible for overseeing the daily operations of a large, complex fleet serving the Hillsborough County Fleet Management Department.

The Fleet Services Manager performs high-level operational and administrative functions, including long-range planning, coordination of repairs and preventive maintenance, staff development, customer service, budgeting, and performance tracking. This position plays a key role in ensuring compliance with regulatory standards and aligning operational goals with departmental objectives.

The ideal candidate would have a bachelor’s degree in an automotive or engineering discipline with at least ten (10) years of documented professional experience in the repair and maintenance of automobiles, trucks, or equipment, with at least five (5) of those years in a supervisory or management capacity. An equivalent combination of education, training, and experience that demonstrates job-related competencies may be considered.

Starting Pay Range $89,044.80 - $115,758.24 based certifications and qualifications.

Minimum Qualifications

  • Bachelor’s degree in automotive, industrial management, business, or a related field; and
  • Ten (10) years of experience in the automotive, heavy truck, equipment, or fire apparatus industry, with at least five (5) of those years in a supervisory or management role within a fleet repair environment; or
  • An equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below; and
  • Master Automobile Service Excellence (ASE) certification in Automotive/Light Truck and/or Medium/Heavy Truck

Certifications Preferred, but not required include:

  • Public Fleet Professional Certification (APWA)
  • Automotive Fleet Manager Certification (NAFA)
  • Lean Six Sigma Yellow or Green Belt

Duties and Responsibilities

  • Lead operations across five fleet repair facilities, managing staff, workload, safety, and service quality.
  • Ensure staff certifications (e.g. ASE, CDL) and compliance with OSHA and environmental regulations.
  • Manage technical training requirements and evaluate industry trends to identify future training needs.
  • Plan and oversee maintenance for a wide range of vehicles and equipment, including fire apparatus, heavy trucks, and construction equipment.
  • Manage over 20,000 annual work orders and coordinate vendor contracts totaling over $20 million.
  • Support the acquisition and disposal of more than 250 assets per year.
  • Analyze operational metrics (e.g. vehicle availability, turnaround time, repair quality) and implement improvements.
  • Collaborate with internal and external stakeholders to ensure high levels of service and operational efficiency.
  • Lead safety program to maintain compliance and workforce readiness.
  • Contribute to annual budget development (over $30 million) and long-term planning.
  • Perform other related duties as assigned.

  • Knowledge of systems support, accounting, procurement, and report writing functions.
  • Ability to manage and lead multiple locations and a diverse staff.
  • Ability to identify the need for, create, modify, and implement policies and procedures.
  • Ability to maintain fiscal solvency through proper budgeting, revenue generation, and cost savings initiatives.
  • Ability to work cross-functionally with internal/external staff to provide the highest level of customer service.

Work Category

  • Light Work: exerting up to pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg control requires exertion of forces greater than that of sedentary work and if the workers sits most of the time, the job is considered light work.

Working Conditions

Works in both office and shop settings. Regular exposure to loud noise, weather conditions, chemicals, and moving machinery/vehicles. Must follow safety protocols and wear protective gear as required. Occasional travel and overnight stays may be needed.

Physical Requirements

Frequent desk work with occasional walking, standing, and bending. Must have good hearing, vision, and depth perception. Able to lift up to 20 pounds.

Emergency Management Responsibilities

In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration. Such assignments may be for before, during, or after the emergency/disaster.
