The mission of Homeless Children’s Network is to decrease the trauma of homelessness and domestic violence for children, youth, and families; to empower families; and to increase the effectiveness of collaborative efforts among service providers to end homelessness and poverty.
Homeless Children's Network is a community-based organization providing mental health and family support services to children and families who are homeless and formerly homeless.
JABALI PROGRAM OVERVIEW:
The Jabali Program, funded by the Department of Public Health, is a comprehensive initiative with three main focus areas: Substance Use and Overdose Community Presentations, Risk of Substance Use Disorders or Fatal Overdoses Outreach, and Community Holistic Health Educators Training. The program serves individuals and organizations supporting Black/African American families, substance use populations, and service providers. It also engages Black community members, educators, and care providers in developing curricula for holistic health education. The primary goal of the Jabali Program is to reduce racial disparities in drug overdose deaths in San Francisco by building capacity within Black-led community-based organizations and systems of care.
By collaborating with Black-led movements and community networks, the program focuses on combating systemic racism and saving lives within the Black/African American community. This initiative represents a crucial first step in mobilizing resources to address inequities and develop sustainable, long-term solutions.
JABALI YOUTH ADVOCACY PROGRAM OVERVIEW:
Jabali Youth Advocacy Program Is a youth-led initiative designed to amplify young voices on issues of substance abuse and prevention. This program empowers youth leaders, ages 14-17, including those who are African American, low-income, LGBTQQ, under-housed, academically underperforming, or disconnected from school. Additionally, it supports youth exposed to violence, abuse, trauma, or those facing mild to severe mental and behavioral health challenges. Through skill-building activities, the program helps participants refine their personal stories, develop effective messaging platforms, and advocate for youth perspectives in the substance use conversation. By fostering leadership and action, the Healing SF Youth Advocacy Committee aims to address substance use challenges in San Francisco and promote the well-being of at-risk and system-involved youth.
POSITION SUMMARY
The Director of Substance Abuse Prevention and Education leads HCN’s Jabali Ecosystem, which includes various programs developed under the Black/African American Community-Based Substance Use Prevention and Education Initiative. This initiative aims to reduce substance use and fatal overdoses among Black/African American individuals in San Francisco through capacity building and engagement with priority populations. The role encompasses program development, management, and direct supervision of program managers and leads, coordination with staff teams, contractors, and community partners. It also involves communications, marketing, and liaising with the Department of Public Health and other stakeholders.
Reporting to the Senior Director, the Director of African American Substance Abuse Prevention & Education is a full-time position (9 am - 6 pm, 40 hours/week) that emphasizes community engagement. This hybrid role requires three days at the Fillmore and Bayview offices and two days working remotely or in the field, with occasional evening and weekend commitments. The Director is responsible for facilitating access to resources and support, including direct funding, leadership development, and collaboration to achieve programmatic goals. This leadership position is crucial to our mission, providing expert guidance in clinical development, evidence-based program design, and ensuring accountability for high-quality outcomes. Responsibilities also include staff development, training, supervision, program evaluation, and continuous improvement.
REQUIRED QUALIFICATIONS:
- Master’s Degree in a Behavioral Health field
- Licensed or Registered as a Marriage and Family Therapist, MFTI, LMFT, LCSW, Clinical Social Worker, ASW or Psychologist
- Minimum 5 years’ experience providing direct services to children, youth and families
- Minimum 2 years experience providing direct services in substance abuse and recovery
MINIMUM QUALIFICATIONS:
- Fluency in each program, deliverables, outcomes, budgets, etc.
- Implementation of each new program
- Staffing and managing staff to outcomes/deliverables
- Full collaboration within leadership
- Clinical Supervision of two PsyD, MFT, or MSW pre-licensed staff
- Experience and confidence in identifying and implementing evidence-based practices
- Experience working in a crisis setting with individuals and families
- Ability to work flexible hours
- Must exhibit leadership ability, have excellent written and verbal communication skills
- Demonstrated ability to work with representatives of government agencies, community-based organizations and the business community.
- Knowledge about diverse cultures and ability to provide competency in working with youth and communities of racial, cultural, ethnic, and sexual differences.
- Knowledge of computer software, particularly MS Office Suite (Word, Excel, PowerPoint).
- Ability to work independently and as an active team member.
- Knowledge of and familiarity with social service resources available for youth in San Francisco.
- Ability to pass a criminal background check.
- Courteous, professional, and able to reason logically.
- Detail-oriented and well organized.
- Able to establish and meet deadlines.
