The Oshkosh/Winnebago County Housing Authority seeks a Housing Quality Standards Inspector to join their team.
Job Summary
The HQS Inspector is responsible for conducting thorough inspections of residential properties to ensure compliance with Housing Quality Standards set by local and federal regulations. This role involves assessing the physical condition of housing units, identifying health and safety hazards, and ensuring that properties meet established quality benchmarks. The inspector will prepare detailed reports on the findings, communicate effectively with property owners and management, and recommend necessary repairs or improvements. Strong attention to detail, excellent communication skills, and a commitment to promoting safe and habitable living conditions are essential for success in this position.
- Collaborate closely with the HCV Program Manager, partner organizations, and clients to conduct timely inspections of potential units for new client move-ins.
- Foster relationships with landlords, property managers, owners, and agencies to support the HCV program.
- Conduct all types of inspections, including initial, annual, re-inspections, and complaint inspections.
- Provide timely pass/fail reports to tenants and landlords.
- Maintain a comprehensive schedule of inspection due dates throughout the year.
- Distribute notices to clients prior to inspections and track all inspections in the database.
- Generate weekly reports on inspections and escalate emergencies as needed.
- Assist with monthly reports and compliance activities.
- Serve as a liaison between clients and the HCV Program Manager.
- Offer guidance to clients regarding unit habitability.
- Support the intake process for affordable housing units related to inspections.
- Stay informed about HUD’s Housing Quality Standards, Fair Housing practices, and the Housing Administrative Plan, completing ongoing training as required.
- Represent the HCV program to both external and internal stakeholders.
- Fulfill reporting requirements as needed.
- Perform other duties as assigned.
Required Skills/Abilities
- Proficient in interviewing techniques.
- The ability to effectively interact with individuals under stress and those with disabilities.
- Understanding and implementation of HQS inspection standards for the HCV program.
- Strong record-keeping skills and familiarity with office procedures and tablet operation.
- Experience in housing inspections, direct service to low-income individuals, property management, or program administration is preferred.
- Commitment to maintaining confidentiality.
Education and Experience
- High School Diploma or GED.
- Valid Driver’s License with availability to drive during working hours.
Physical Requirements
- Mobility to walk, climb stairs and navigate various types of properties
- Must be able to lift 50 pounds at times
