HOUSING QUALITY STANDARDS (HQS) INSPECTOR
JOB SUMMARY
Oshkosh/Winnebago County Housing Authority seeks an individual to serve as the Housing Quality Standards (HQS) Inspector for our Housing Choice Voucher (HCV) program. Under the supervision of the HCV Program Manager, this position will conduct inspections in accordance with HUD’S Housing Quality Standards (HQS) and the Housing Authority’s administrative plan ensuring we provide, safe, decent, and sanitary housing for our clients.
This position will be responsible for conducting HQS inspections annually for current tenants, new admissions, special inspections and re-inspections for applicants, tenants and private landlords. Additional responsibilities include gathering information on rent reasonableness and assisting with the transmission of various HUD required reports and data.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Works closely with the HCV Program Manager, partnering organizations, and clients to inspect potential units on a timely basis for new client move-ins.
- Builds relationships with existing and new partners to support the HCV programs including landlords, property managers, owners and agencies.
- Responsible for all unit inspections including initial inspections, annual inspections, re- inspections, and complaint inspections.
- Complete the pass/fail reporting to tenant/landlords in a timely manner.
- Maintain an ongoing schedule of inspection due dates throughout the year.
- Completes distribution of notices to clients prior to inspection, and tracks completion of all inspections in database.
- Provides weekly reporting on inspections and escalates emergencies accordingly.
- Assists with monthly reports and compliance activity.
- Acts as a liaison between the client and the HCV Program Manager.
- Provides instructions to clients regarding unit habitability.
- Assists with intake process for HCV program affordable housing units, as it relates to unit and building inspections.
- Maintains knowledge of HUD’S Housing Quality Standards, Fair Housing practices,Housing Administrative Plan, and completes ongoing trainings as required.
- Represents HCV program with external customers and internal customers.
- Completes reporting requirements as needed and requested.
- Performs other duties as assigned
DESIRABLE QUALIFICATIONS
- Skillful application of interviewing techniques.
- Ability to deal satisfactorily with people under stress and people with disabilities.
- Ability to understand and implement HQS inspection standards required for the HCV program.
- Ability to maintain accurate records, consistent office procedures and operate a tablet.
- Experience in housing inspections, direct service to low-income persons, property management and/or program administration is desired.
- Ability to maintain confidentiality.
BASIC QUALIFICATIONS
- High school Diploma or GED
- Valid Driver’s License and must be available to drive during all working hours.
