Position Marketing Statement:The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) is seeking a Nuclear Safety Staff Attorney I for the Division of Legal Services. This position will serve as a legal and technical advisor for the Agency while providing advice and counsel regarding relevant legal matters to agency leaders. The ideal candidate for this position will have experience making legal interpretations based on laws and regulations, as well as the ability to maintain cooperative working relationships with their peers. Essential Functions

  • Serves as a legal and technical advisor to Agency General Counsel, Deputy General Counsel, and various programs, as assigned.
  • Provides advice and counsel regarding the planning, evaluation, development, and validation of programs, standards, policies, methods, techniques, and procedures, and assists in their implementation.
  • Responsible for coordinating and representing Agency in enforcement and collection actions initiated by programs.
  • Researches, interprets, provides advice on pending legislation, court orders, statutes, and regulations for implementation.
  • Under the guidance of Deputy General Counsel and General Counsel, provides assistance with internal investigations.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires a law degree.
  • Must be licensed to practice law in Illinois prior to commencing employment.

Preferred Qualifications

  • Three (3) years of experience interpreting and applying state and federal law, and administrative rules and regulations for state or federal agencies.
  • Two (2) years of experience providing legal guidance on the legality of an organization’s activities, policy matters, rules, regulations, procedures, administration, operations, and litigation.
  • Two (2) years of professional experience analyzing proposed legislation, amendments, resolutions, procedures, and administrative rules and regulations to recommend changes that promotes the integrity of the organization’s programs.
  • Two (2) years of experience developing and maintaining cooperative working relationships.
  • Two (2) years of experience developing short-term and long-term objectives to advance organizational goals.

Conditions of Employment

  • A criminal history check with the Illinois State Police.
  • Ability to use state-issued equipment such as cell phone, laptop, etc.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
