Overview:
We are seeking a Senior Program Manager with proven leadership of large-scale ServiceNow transformation programs in the public sector.
This individual will lead the end-to-end delivery of a statewide ServiceNow ITSM and Identity Governance & Administration (IGA) implementation under a firm-fixed pricing model.
Key Responsibilities:
Serve as the senior-most point of contact for the client across delivery, risk, and budget.
Lead all phases of the project lifecycle: initiation, planning, execution, monitoring, and closure.
Facilitate program governance with State stakeholders and resolve cross-agency escalations.
Oversee milestone tracking, compliance with the SOW, and deliverable sign-offs.
Manage hybrid onshore teams, schedules, and reporting cadence.
Support the client's change management lead during communication and adoption planning.

Qualifications:
12 years of IT project/program management, with 5 years leading ServiceNow projects.
3 years of experience delivering multi-stream transformation (ITSM IGA or similar).
Experience with government clients and milestone-based contracting (preferably firm-fixed).
PMP or SAFe certification preferred; ITIL v4 knowledge required
