General Definition of Work
Performs work appraising agricultural, residential, seasonal, exempt and personal property to establish market valuations and to determine tax classification, analyzing, listing, valuing, classifying, monitoring, and defending assessments on assigned properties in the field, and related work as apparent or assigned.
Work is performed under the supervision of the County Assessor.
Essential Functions

- Appraises agricultural, residential, seasonal, exempt and personal property to establish market valuations and determine property tax classifications.
- Physically inspects and measures all buildings, determines size and condition, takes photographs of existing and new real estate and construction and properties being remodeled, and enters all information into the computer for calculation by the Computer Assisted Mass Appraisal (CAMA) software.
- Reviews assessment complaints from the public and governing officials and provides tax estimates upon inquiry; meets with taxpayers to provide information or solicit feedback.
- Reviews and interprets building plans to then physically inspect and measure.
- Prepares and defends assessments and represents the Assessor at local and county boards of appeal and equalization.
- Studies sales report from previous year; compiles statistical data and identifies trends.
- Conducts and participates in informational meetings offered to local boards and the public to address annual assessment and law changes.
- Reviews aerial maps using different coverages to identify, compare, measure, and review properties.
- Performs other duties as assigned or apparent.
Minimum Qualifications
- High School diploma or GED and minimal experience in real estate, construction, or other appraisal field, in local government, or equivalent combination of education and experience.
- Valid driver’s license in the State of Minnesota.
Special Qualifications
- Obtain Certified Mass Appraiser, Certified Mass Appraiser Income Qualified, and Accredited Mass Appraiser Certifications from an approved organization within two years of hire.
Required Knowledge, Skills, and Abilities
- Knowledge of the principles and techniques of property assessment.
- Knowledge of construction terminology.
- Knowledge of construction and land costs.
- Knowledge of modern office practices, procedures and equipment including operating calculator, computer, and copier.
- Knowledge of State Statutes and regulations relevant to appraisal of property and tax computation.
- Knowledge of the topographical and political boundaries of the County.
- Knowledge of building and land types.
- Ability to read and interpret legal descriptions and documents.
- Ability to communicate effectively, both orally and in writing.
- Ability to make arithmetical calculations and tabulations with speed and accuracy.
- Ability to meet and discuss tax problems with the public and provide them with possible solutions.
- Ability to prepare written information reports.
- Ability to work independently with minimal supervision.
- Ability to adhere to instructions related to appraisal procedures.
- Ability to safely operate county owned or personal vehicle to travel to various sites.
- Ability to establish and maintain effective working relationships with co-workers, property owners, governmental officials, and the public.

Working Conditions
Physical Requirements and Activity
This work requires the occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires sitting and repetitive motions and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling and reaching with hands and arms.
Sensory Requirements
Work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.
Sensory Utilization
Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities.
Environmental Conditions
Work frequently requires exposure to outdoor weather conditions and occasionally requires wet, humid conditions (non-weather), working in high, precarious places, exposure to fumes or airborne particles, exposure to extreme cold (non-weather) and exposure to extreme heat (non-weather); work is generally in a moderately noisy location (e.g. business office, light traffic).

The application will be evaluated in a Training and Experience Assessment worth 100 points. Veterans Preference will be applied in accordance with Minnesota law. A score of 60 or better is necessary to continue in the process. A top group of qualified applicants will be invited to the interview process.
Final appointment is contingent upon the applicant passing a background investigation including a criminal history search. Costs of the background will be paid for by Isanti County.
