Control Room Operator

This position provides support to Jail Operations by monitoring security electronics, controlling movement of inmates, visitor access and staff access from the Control Room of the Jail. Answers phones and direct calls to the appropriate number or answers basic information. Enters information into the Law Enforcement Database, reviews/confirms/enters information on warrants/stolen property/firearms. Utilizes computer software to enter data or create reports.

APPLICATION PROCESS: 

• Applicants must complete an Island County Application for Employment powered by NEOGOV and upload to it the documents listed below in items 2, 3 (and 4 if applicable). Have these documents ready prior to submitting your application so that you are able to upload them. 
• 2) Applicants must upload to the NEOGOV application a cover letter and a resume, and any other documents you feel support your abilities to perform as a control room officer. 
• 3) Applicants must download and complete the form Authorization to Release Information, sign it, then upload it to your NEOGOV application. 
• 4) If you are claiming Veteran's Scoring Criteria Status, upload a completed Claim for Veteran's Criteria Status form and include a copy of your military discharge DD Form 214 Member -4 copy.

CIVIL SERVICE ELIGIBILITY REGISTER: The names of qualified candidates resulting from continuous examinations shall be entered on the eligible register. Certifications for appointments shall be from this register. Names of eligible candidates from successive examinations in the same program shall be entered on the eligible register at the appropriate places as determined by final grades.  

CIVIL SERVICE SELECTION PROCESS: Vacancies are filled by the Civil Service "rule of five" with the top five eligible candidates forwarded to the appointing authority (Sheriff) for interview and background investigation, as vacancies occur. Applicants given a conditional offer of employment are subject to further processes including polygraph examination, psychological examination, medical examination and background investigation. Applicants must pass a Civil Service examination; AND pre-employment examinations including, but not limited to, a complete background investigation, fingerprinting, criminal record check, polygraph examination, a medical examination and a psychological evaluation. All appointments are subject to successful completion of a one year probationary period as set forth in the Civil Service Rules for Island County Sheriff's Department Section 11.02 or its successor.

ESSENTIAL FUNCTIONS: 

• Continuously monitors the movement of jail personnel, inmates and visitors within the jail utilizing security electronics, radios and intercoms; monitors security systems such as housing alarms, fire alarms, door hinge pin alarms, panic button alarms.
• Controls the movement of jail personnel, inmates and visitors; observes and responds to unauthorized movement and or emergency situations; corrects unauthorized movements by voice commands if possible; routes Deputies to designated locations as necessary; summons outside assistance, fire and medical assistance as necessary.  
• Maintains radio communication with Corrections Deputies, operates the internal intercom system; responds to panic duress alarms; answers phone calls and relates information to authorized persons.
• Reviews and enters information into the Law Enforcement Database.
• Controls and issues keys/equipment.

OTHER ASSIGNED DUTIES: 

• Performs other support related functions as assigned by a supervisor.

WORK ENVIRONMENT:  The work is performed within a maximum-security detention facility. Employees are required to work various shift assignments “Days 0700-1700 hours, Swings 1300-2300 hours, Mids 2200-0800 hours, 7 days a week.” The current schedule is four, 10-hour workdays with three days off with no guarantee of continuation. Assignments are based on seniority and the position is part of the Sheriff’s Office Support Staff Guild. Control Room Operators will be assigned to work from the Island County Jail Control Room. Employees may be required to sit or stand for prolonged periods of times.

• Monitor and operate a variety of electronic devices simultaneously. 
• Read, understand and interpret work related laws, ordinances and established policies, procedures and practices of the Island County Jail.
• Understand and follow oral instructions and written procedures.
• Establish and maintain effective work relationships with other criminal justice partners, employees and the general public.

MINIMUM REQUIREMENTS TO APPLY: 

• High School graduate or GED certificate.
• Candidates must be able to type 45 words per minute with accuracy.
• Experience working within the corrections field is preferred.
• United States citizenship and the ability to read and write the English language as required by RCW 41.14.100.

SPECIAL REQUIREMENTS:  

• Candidates must successfully pass a criminal history background investigation.
• Candidates must successfully pass a polygraph examination.
• Candidates must successfully pass pre-employment screening.
• Candidates must be at least 19 years old at time of appointment.

PHYSICAL REQUIREMENTS: 

• Sit or stand for prolonged periods of time.
• Bend and or lift items such as boxes, files and or small equipment.
• 20/20 vision or corrected vision to 20/20 with glasses or contacts.
• Ability to hear electronic tones from security electronics, fire suppression equipment an or other electronic equipment used in the Control Room.

Salary : $24
