The Wastewater Treatment Division’s (WTD) Finance and Administration (F&A) Section is hiring for a Goods, Services and Technology Contract and Procurement Specialist. We’re looking for a customer-focused procurement professional who thrives in complexity and brings energy, clarity, and initiative to every challenge. In this role, you’ll serve as a subject matter expert guiding operations and maintenance teams through strategic procurement activities—helping shape contract solutions, develop bid strategies, and draft clear, effective proposal documents. With a strong sense of urgency and attention to detail, you’ll independently manage complex contracts, implement efficient tracking systems, and drive consistent results across purchasing workflows. Success in this role means building strong relationships, knowing how to get things done efficiently, and using feedback and reflection to grow. Your ability to manage ambiguity, optimize work processes, and pursue continuous improvement will elevate the entire team. About The Role: The Goods, Services and Technology Contract and Procurement Specialist will be part of a newly formed team within WTD procurement and contracts focused primarily on goods & services, tech services, and other contract types commonly utilized by our Operations section.  The successful candidate will help evaluate current processes and work to implement new strategies to reduce risk and ensure alignment with King County procurement requirements, industry standards and our equity and social justice goals.  They will help to provide guidance and support to internal WTD customers on procurement rules, regulations and processes.  They will track contract utilization, expiration dates and align services agreements throughout WTD.  They will also perform other routine contract administration duties.

This position performs work remotely and onsite.

WTD’s Finance and Administration (F&A) Section serves the essential role of ensuring that financial resources are in place to fund the Division’s priorities and decision-making is well-informed regarding financial risk, optimization trade-offs, financial equity, and compliance. In managing WTD’s large portfolio of financial activities and processes, F&A performs numerous functions including rate-setting, budget development and oversight, capital finance, contracting, technology services, central service administration, accounting, audit and compliance, payroll, utility billing, and more. What You Will Be Doing:
  • Support operations and maintenance staff in procurement activities, providing SME guidance.
  • Analyze, plan, and research department needs related to contract solutions and procurement strategies. 
  • Prepare requests for proposals for technical services contacts, develop solicitation strategy, write and edit scopes of work, determine appropriate selection criteria, phasing and weighting. 
  • Prepare bidding documents for various goods.
  • Manage complex contracts independently, track available data, recommend procurement schedules.
  • Work with procurement & payables staff to ensure strong relationships and communication, implement corrections and mitigation plans as needed.
  • Support the development and implementation of trainings for all staff involved in solicitations and contract development to improve quality and consistency.
  • Develop and maintain procurement and contract files and implement tracking solutions. 
Qualifications You Bring:
  • At least 5 years of diverse procurement and contracting experience, preferably in a public sector role
  • Experience in developing scopes of work, sourcing and procurement strategies.
  • Skilled in the steps required for contract administration.
  • Experienced knowledge and skill in applying procurement theory, principles and practices.
  • Experience working with multiple internal and external stakeholders, as well as other public agencies, on projects and contracts.
  • Knowledge of contract development, review, negotiations, administration and related principles for financially large and complex contracts. 
  • Ability to work independently to review and interpret contract language or procurement methods.
  • Highly developed skillset to research, analyze, and interpret contract information to resolve issues and make recommendations.

It Would Be Great If You Also Bring (Highly Desired):
  • Public Procurement Certification(s): Procurement Certification, UPPCC- CPPB or CPPO and/or NIGP-CPP
  • Knowledge of RCWs, WACs and other procurement guidelines
  • State, County or City Government contracting and procurement experience

Working Conditions: 

  • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with occasional onsite reporting requirements 1 - 2 days per quarter. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites throughout the WTD service area including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104) and treatment plant facilities. This work arrangement promotes work-life-balance and reduces carbon footprint under the department’s vision of Green Where We Work.
  • Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
  • Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. 
  • Union Representation:  This position is represented by Teamsters Local 117. 
    • NOTE: Salary reflects $1.00 per hour contribution to the Western Conference of Teamsters Pension Trust Fund.
