Are you an engineering professional with an Engineering Intern (EI) or Professional Engineer (PE) license who’s ready to lead impactful environmental projects? Lee County is seeking a Project Manager to drive the successful execution of Capital Improvement Program (CIP) projects within our Division of Natural Resources. 

In this role, you will lead the planning, design, and delivery of complex natural resources infrastructure projects—ensuring they are completed on time, within budget, and to the highest standards. You’ll work closely with engineers, consultants, and contractors, bringing your technical expertise and project leadership skills to every stage of development, construction, and long-term maintenance.

  • Project management: Manage projects through the development of the scope of work, consultant selection, review of design and construction plans, permitting, and final construction completion.
  • Consultant selection: Leads the consultant selection process in collaboration with the Procurement Department, reviewing project bids and qualifications. Conducts interviews and shortlists vendors for final selection, and negotiates the scope and fees for professional services related to assigned projects.
  • Technical design work: Performs complex technical and professional work necessary to design, permit, and construct Capital Improvement Program (CIP) projects.
  • Engineering knowledge: Possesses working knowledge of one or more engineering disciplines associated with natural resources projects, including watershed hydrology and hydraulics, stormwater management, computational hydrology and hydraulics, including modeling techniques and software, and/or construction engineering.
  • Problem-solving: Performs detailed technical research and seeks practical solutions to solve project problems.
  • Interdepartmental coordination: Coordinates with the County Departments, including but not limited to Parks and Recreation, Transportation, Utilities, and Community Development, or any other stakeholders in fulfillment of assigned project needs.
  • Stakeholder engagement: Liaisons with local municipalities and third-party stakeholders on topics relevant to assigned projects.
  • Invoice review: Review pay applications of consultants and contractors.
  • Site inspections: Site visits during design, permitting, and construction stages to ensure successful completion of the project.
  • Surface water expertise: Review Lee Plan Amendments, Zoning, and Development Order applications to provide surface water engineering expertise.
  • FEMA compliance reviews: Review FEMA floodway encroachment applications (LOMR, No-Rise, etc.) submittals for compliance with federal, state, and local regulatory requirements using hydrology and hydraulic (HEC-RAS) models.
  • Drainage solutions: Investigate and find solutions to drainage and flooding complaints; coordinate with other departments and/or agencies as necessary.
  • Customer service: Display excellent customer service skills while interacting with the public.
  • Storm preparation: Coordinate the operation of hydraulic weirs controlled by Lee County Division of Natural Resources during the rainy season in preparation for large storm events.
  • Field surveying; Operate GPS Field Survey equipment for measuring elevations as needed.
Minimum Requirements:
  • Requires any combination of education and/or experience equivalent to graduation from a four-year accredited college or university with a Bachelor's degree in Civil Engineering, Construction Management/Engineering, or a closely related field, and a minimum of two (2) years of experience in the delivery of civil engineering projects, or closely related field.
Licenses/Certifications:
  • Possession of a valid driver's license with an acceptable driving record is required.
  • Engineer Intern Certification in the state of Florida is required, with the ability to obtain a Professional Engineer license in the state of Florida within six (6) months.
Preferred Requirements:
  • Five (5) years of experience in the delivery of civil engineering projects, construction management/engineering, or a closely related field.
  • General understanding of South Florida Water Management District's Environmental Resources Permit standards and specifications is desirable but not required.
  • Communication skills: Ability to communicate effectively, both verbally and in written form, with various levels of employees and stakeholders.
  • Project management: Demonstrated skills in project management related to stormwater are highly recommended.
  • Computer proficiency: Strong computer skills, including Microsoft Office products.
  • Software knowledge: Working knowledge of AutoCAD, ArcGIS, and hydraulic modeling software is desirable.
  • Technical expertise: Strong technical skills in the area of surface water management are preferred.

The position's work schedule is Monday through Friday, from 8:00 a.m. to 5:00 p.m.

Salary : $80,000 - $100,000
