About the Position
The Human Resources Specialist is responsible for performing daily functions of the Human Resources (HR) department and works very closely with the HR Generalist and HR Director. This position coordinates activities and carries out responsibilities in the following areas: recruitment and onboarding, administering staffing changes, enforcing company policies and procedures, employment law compliance, maintaining employee files, and the clerical and administration functions of the HR Department. This position is responsible for completing tasks in a timely manner.
Core Duties Human Resources Specialist (include the following. Other duties may be assigned)
- Oversee and coordinate all recruitment efforts for all exempt and non-exempt personnel, volunteers and interns.
- Collaborates with regional managers to understand skills and competencies required for openings.
- Make recommendations for creative recruitment solutions if the organization is experiencing difficulties in attracting the appropriate level and quality of candidates.
- Post and track open positions to ensure staffing levels are appropriately recruited for and filled.
- Screen resumes/applications, interviews candidates (by phone or in person), administer appropriate assessments and complete reference checks as needed for regional managers requiring assistance.
- Serve as DOJ and IntelliCorp Custodian of Records; notify appropriate personnel of DOJ findings; update DOJ log and send monthly notification.
- Create position offer letters; distribute, process and file new employee onboarding paperwork; notify appropriate personnel of new-hire.
- Conduct new employee orientations.
- Create new employee files and maintain the personnel records filing system in HRIS, e-file and physical formats.
- Maintain Form I-9 tracking, filing and retention; monitor forms for completeness.
- Monitor and process personnel action form changes for employee changes in position or job classification, salary increases and other related employment changes.
- Complete employee onboarding and satisfaction surveys.
- Complete employment verification requests.
- Reviews, tracks, and documents compliance with mandatory and non-mandatory training and continuing education. This may include onboarding training academies, safety training, anti-harassment training and other professional training, licensure, and certifications.
- Protect the organization and its employees by keeping all Human Resources Department information confidential.
- Enforce various human resources policies and procedures for all organization personnel.
- Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
- Participate in administrative staff meetings and attend other meetings and seminars.
- Participate in development of department goals and objectives.
- Complete special projects as assigned.

- Job classification: Non-Exempt, 40 hours per week
- Job Location: Sacramento, CA (Corporate office)
- Salary: $28.75-32.50/hour
Education and/or Experience and/or License Certification:
- Associate's degree in a related field.
- Bachelors degree in Human Resources or related field preferred.
- Two (2) or more years of experience in a Human Resources setting.
- One (1) or more year of experience in recruiting preferred.
- An equivalent combination of education and additional experience may substitute for the degree
- HRIS/Talent Management systems experience preferred.
- Proficient in Microsoft Office Suite or similar software
- Experience working in a non-profit setting preferred
- Excellent organizational skills and attention to detail
