Lochmueller Group is seeking an experienced civil engineering leader to serve as the regional Roadway Division Manager for our Roadway/Highway Design teams in Illinois and Missouri.

The Division Manager is responsible for managing and promoting the division's service line, expanding and growing the division, and overseeing the execution of projects in the designated geographic region. The Division Manager is responsible for the performance of the division and will identify and implement ways to further its financial performance.  This is a key management position that will be responsible for ensuring operational efficiency, effective staff utilization, staff development, and strong financial performance within the division. This role will also drive the reinforcement and expansion of relationships with both DOT and local agency clients, increase awareness of Lochmueller Group’s capabilities, and further expand the service line within the designated region.

Responsibilities for this role include:
  • Division Leadership – Provide strategic leadership and management of the Division; lead and manage division staff, operations, financial performance, client management and relations, growth, and staff development; and assume responsibility for the operational and financial performance of the division.
  • Operations & Quality – Lead efforts to continuously improve operational performance; ensure quality standards are maintained; participate in the development and implementation of standards, policies, and procedures; oversee work allocation; oversee and/or perform QC/QA on projects within the division, ensuring compliance with established standards, procedures, codes, and ordinances; ensure effective project management across the division, and act as a senior project manager on selected projects; and perform other leadership and operational functions to maximize the Roadway/Highway design operations of the division.  
  • Client Relationships and Business Development – Build and maintain strong relationships with existing clients; perform and promote frequent and proactive communications with clients; collaborate with other leaders and business development staff to identify and pursue new opportunities, assisting with proposal development as needed; oversee and take an active role in client engagement and relationship management; coordinate with Regional Leaders and the Discipline Leader to develop strategies for upcoming bulletins and solicitations; increase Lochmueller Group’s market share of regional DOT and LPA procurements while also raising the company’s profile and brand awareness; actively participate in professional organizations and industry events, and develop key partnering linkages; and represent the firm’s Roadway Division at conferences and industry meetings along with other members of leadership and staff. 
  • Fiscal/Budgetary Performance – Oversee financial aspects of the division’s operations including backlog, revenues, pursuits, and project reviews; improve productivity (output), responsiveness, efficiency, timeliness, net revenue, net income, net labor multipliers, and other performance metrics of projects; address negative project variances and develop recovery plans to reduce or eliminate project losses; assist in developing and managing the department's annual budget, closely monitoring expenditures and revenue streams; implement cost control measures and identify opportunities to optimize resource allocation, maximizing profitability; and collaborate with project managers and the Accounting team to ensure accurate financial reporting and forecasting of division operations.
  • Staff Management and Development – Manage direct reports and staff within the division; direct group managers and actively participate in various personnel functions including hiring, performance appraisals, salary and position recommendations, and employee development; mentor direct reports and other staff, and ensure division staff are being effectively trained and developed; implement initiatives to enhance employee engagement, satisfaction, and retention within the division; and foster a positive work environment that promotes teamwork, collaboration, professional growth, and adherence to our corporate CARDIA values.

Qualifications for this role:
  • Bachelor’s or master’s degree in Civil Engineering
  • Licensed Professional Engineer (PE) 
  • 15 years of progressive experience in Roadway/Highway design engineering with demonstrated leadership capabilities.
  • Extensive knowledge of industry trends and best practices.
  • Strong analytical skills and business acumen to make informed decisions regarding resource allocation and financial management.
  • Progressive ability, capacity, and aptitude in administration to plan, organize, direct, and coordinate technical work and to obtain cooperation from others.
  • Proficiency with Microsoft Office products including Outlook, Excel, Word, and PowerPoint
  • Strong written and verbal communication skills
