What You Will Do

This position will be filled at either the Safety Basis Analyst 3 or 4 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Support one of the wold's most innovative multidisciplinary research institutions by joining Los Alamos National Laboratory's (LANL) Safety Basis Division (SB-DO). Safety Basis is seeking a Safety Basis Analyst 3 or 4 that will support LANL's mission by performing Documented Safety Analyses and other Safety Basis documentation.

SB-DO is responsible for providing qualified regulatory and Safety Basis support resources to laboratory organizations to meet compliance requirements. In this position you will initiate and lead the planning of, as well as evaluate changes in, Safety Basis for operational and mission needs, construction projects and major modifications. You will also evaluate changes at our nuclear facilities in compliance with DOE orders and guidelines. This position is primarily concerned with safety analysis associated with facility-specific systems and operations.

This work requires gaining experience in mission, operations and design of facilites assigned in order to update or develop new SB documents. As a Safety Basis Analyst, you will develop relationships with facility and/or project management in order to ensure facility mission and schedules are met and provide guidance on implementation of Safety Basis documents. You will also develop studies and perform other tasks as assigned by Safety Basis Division Management.

Safety Basis Analyst 3 ($119,200 - $201,100)
Safety Basis Analyst 3 will work with nuclear and non-nuclear facility systems and accepted methods for mitigation of risk from hazardous materials or facilities. Will perform hazard identification, hazard analysis, facility hazard categorization, accident analysis, and selection of controls. Development of associated Safety Basis documents including un-reviewed safety question determinations. Provides Department of Energy based nuclear and non-nuclear risk and hazard analyses for facilities, associated support equipment, and functional specifications and operations to control or eliminate hazards. Identifies the interrelationship of system Safety Basis requirements to facility design and process operations.

Safety Basis Analyst 4 ($143,100 - $248,200)
In addition to the duties outlined above, the Safety Basis Analyst 4 will be required to lead and perform nuclear and non-nuclear risk and hazard analyses to ensure safe operation of nuclear and non-nuclear facilities. Provides procedural direction for development and implementation of Safety Basis documentation. Lead and perform hazard identification; facility hazard categorization; accident analysis; selection of controls; and development of associated Safety Basis documents including unreviewed safety question determination; technical safety requirements, safety assessment documents, facility safety plans and analysis.

What You Need

Minimum Job Requirements:

  • Provides nuclear and non-nuclear risk and hazard analyses for facilities, associated support equipment, and functional specifications and operations to control or eliminate hazards. The action is often self-initiated and virtually self-supervised.
  • Initiates and leads planning and evaluating changes in safety basis for operational/mission needs, construction projects and major modifications.
  • Independently assembles input values, executes and interprets results for multiple safety analysis computer codes.
  • Applies knowledge and understanding of laboratory processes, structures, systems, and components to application of required safety basis principles.
  • Provides input to federal and state regulators through industry groups for the writing and revision of regulations.
  • Develop and review detailed fire environmental dispersion, particulate transport and release, fire, and chemical dispersion calculations to defend control selection for Documented Safety analysis (DSA)
  • Understands and adheres to all Laboratory and industry regulatory guidance and governance specific to safety basis.
  • Fosters a mutually respectful work environment that is free from discrimination and harassment.

Additional Job Requirements for Safety Basis Analyst 4:
In addition to the requirements outlined above, qualification at the higher level requires proven history of:

  • Leading and performing division level Safety Basis program and operational activities. Providing procedural direction for development and implementation of Safety Basis policy and procedures in support of the Safety Basis program.
  • Extensive experience with performing risk and hazard analyses.
  • Developing and implementing elements of 10CFR830 Subpart-A Nuclear Quality.
  • Knowledge of multiple safety analysis code applications and capable of independently applying and interpreting the models and their results.
  • Providing quality assurance, regulatory compliance and requirements implementation support for Safety Basis Division.
  • Developing, designing and implementing institutional Safety Basis policies and procedures related to quality, data gathering, analysis, cause and corrective action determination and verification, and process improvement activities.
  • Experience performing Unreviewed Safety Question Determination.
  • Providing direction for internal self-assessment and external management assessment for Safety Basis quality improvement of processes.
  • Interpreting, analyzing and resolving conflicting Safety Basis technical/quality issues.
  • Supporting and implementing software quality requirements for applicable Safety Basis codes per DOE and laboratory standards.
  • Developing audits, assessment scheduling processes that support Safety Basis Division and programmatic requirements.

Education/Experience at lower level: Position requires a bachelor's degree in Engineering or Science related field from an accredited institution and 8 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.

Education/Experience at higher level: Position requires a Bachelor's Degree in Engineering or Science related field from an accredited institution and 15 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.

DOE Order 426.2: This position may be subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities. This DOE Order establishes entry-level requirements to ensure employees in the positions can successfully perform the requirements of the job.

Work Location: The work location for this position is telework and is located in Los Alamos, NM. Telework is defined as working from offsite but within 2hours ground commute of this location. Reporting onsite may be periodically necessary. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q(Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position at the higher level is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
