The Loudoun County Department of Health is seeking a dynamic and talented technology professional for a full-time position as a Functional Analyst II.
The ideal candidate will have an understanding of healthcare related computer operating systems and programming techniques, and the ability to effectively utilize and communicate these skills with diverse technical and nontechnical staff. Oversee Project Management, including managing and approving System access, developing, and monitoring project status reporting, determining feasibility of projects relative to resources, and using project implementation and management methodology.
Under the general direction of the Budget Program Manager, this critical position will:
- Assist with strategic planning of enterprise systems, including planning for Loudoun Health Departments intranet webpage automation and integration of complex and diverse enterprise systems utilized by both VDH and the County DIT.
- The ideal candidate would be responsible for applying advanced technical knowledge to evaluate IT products and services in use and available for division business needs. This would include testing and implementation of operational and technical security controls to ensure compatibility with organizational standards at the County and VA Department of Health's vision, business rules, and mission needs.
- Monitor the status of tasks related to the infrastructure and operations supported by County and VDH DIT teams on all aspects of testing, design, change control, piloting and implementation of systems and applications.
- Install, configure, troubleshoot, and maintain configurations of hardware and software to ensure their confidentiality, integrity, and compliance with HIPAA requirements.
- Manage accounts, devices, and patches/updates in collaboration with DIT on Health department user machines and mobile devices.
- Responsible for access control, and account creation and administration in applications such as WebVision. Ensure compliance with security policies through profiles, roles, and permission sets.
- Recommend changes in product, process, and service offerings; presents high-level benefits of recommendation and explains rationale for selection over alternative solutions.
- Follow quality assurance, data governance, and standard procedures.
- Guide and oversee acceptance and functional testing; coordinate UAT testing with QA and business.
- Respond professionally in all situations, with a capacity to multitask and work on critical project timelines in a fast-paced environment.
- Detail oriented, highly collaborative with strong communication skills, and persistent in the face of obstacles or challenges.
A successful candidate will have the ability to communicate and present ideas effectively, both verbally and in writing, to various internal and external audiences. The candidate will also have the ability to develop and maintain positive working relationships internally, as well as with partners external to the Health Department.
Salary Commensurate with Experience.
- Bachelor's degree in Computer Science, Data Processing, Electronics, Information System Management, or related field with continuing education beyond graduation; five (5) years of related experience in computer technology, electronics, programming, design, development, data base management, and/or administration preferably in a government environment with some experience with LAN/WAN/Netware and Microsoft; two (2) years of supervisory experience if position is supervisory; or equivalent combination of education and experience
Preferred:
- Prefer certifications such as Project Management Professional certification (PMP), or Certified Associate in Project Management (CAPM), Lean Six Sigma.
- Prefer experience in: project management software; SharePoint; Teams.
Valid driver's license and good driving record (driving records may be reviewed annually for continued qualification); additional license if required by law for a position or assigned department. Pass pre-employment background checks, including fingerprinting and DMV checks.
