IT Project Manager

MetaPhase Consulting is currently supporting the U.S. Agency for International Development (USAID) Bureau for Management Office of the Chief Information Officer (M/CIO) through technical support services to ensure the successful move from a CIO-managed services model to a USAID/Office of the Inspector General (OIG)-hosted model. 

In support of this project, MPC is seeking an IT Project Manager with 10 years of experience to manage an enterprise-level modernization effort from design, implementation, to new domain transition. 

Basic Qualifications (Required)  

• Minimum of ten (10 ) or more years providing IT support to the Federal Government with direct experience leading enterprise-scale modernization efforts  
• Hands-on experience with SDLC and Agile processes to include oversight, development and delivery of required project artifacts, sprint planning, and review. 
• Direct experience in supporting logical network separation (design, implementation, and transition). 
• Ability to provide technical management leadership to coordinate and collaborate  across client offices and vendor teams responsible for delivering engineering management and IT operations support. 
• Highly proficient in Microsoft Project/Project Online, ServiceNow PPM Module, and AzureDevOps to perform required duties. 

Essential Responsibilities  

• Execute project based on the M/CIO approved SDLC process to include development and oversight of all project artifacts (~55) for phase gate reviews. 
• Collaborate with M/CIO’s cross functional teams to identify and manage project dependencies (technical, resource, schedule) to ensure progression. 
• Cultivate and manage OIG customer relationship through effective project communications. 
• Build, manage, and track schedule (Project Online) and engineering sprints (AzureDevOps). 
• Support security assessment and authorization (SA&A): 
• Coordinate and collaborate with the Information Systems Security Officer (ISSO) to complete security artifacts 
• Support/obtain Authorization to Operate (ATO)

Education Level 

Minimum Bachelor's degree in Information Technology, Business Administration or related field (Masters Preferred) 

Clearance Level 

Secret (preferred); U.S. Citizenship required (NO EXCEPTIONS)
