Foster Care Licensing & Recruitment Supervisor
GENERAL JOB SUMMARY:
Develop, implement, and coordinate licensing and training standards for the Foster Care Program for Methodist Home for Children. Strategically develop, implement, and execute diligent recruitment of new foster homes as well as track and report outcomes related to foster care inquiries and the licensing application process. Responsible for the supervision and consultation of assigned Foster Care Licensing Specialist.
RESPONSIBILITIES:
- Oversee the tasks and administration of the licensing team regarding day-to-day operations, and direct supervision of assigned Specialists.
- Supervise Foster Care Licensing Specialist and oversee duties including but not limited to: recruitment, training and licensing of all new foster homes, maintaining all current foster homes, maintaining all current licenses for all foster homes, overseeing in-service training and oversight of foster parent development.
- Develop & implement a diligent recruitment plan for foster parent recruitment. Meet agency growth and service needs for licensure of new homes. Report on marketing implementation and follow through.
- Responsible for the budget fiscal management including, but not limited to: budget development, budget planning and oversight, and maintaining expenses associated with training and licensing.
- Perform direct services including pre-service training, in-service training, recruitment, licensing and managing foster home caseload.
- Complete home studies for pre-adoptive families.
- Demonstrate familiarity and competence in licensing laws and policies of North Carolina.
- Assure that all licensure and accreditation standards are met or exceeded.
- Conduct appropriate support, supervision, and consultation of assigned staff with appropriate frequency, regularity, and documentation associated with such activities.
- Provide supervisory availability to assigned staff, back up consultation to foster and therapeutic foster homes and youths being served, as well as emergency assistance 24 hours per day.
- Serve as a liaison to DSS, DMH and other community agencies regarding any treatment planning issues and needs of and services to youth being served in Foster Care, Therapeutic Foster Care, Kinship and Adoption Services.
- Perform other duties as requested by Director of Foster Care and Adoptions & Adoption Coordinator.
QUALIFICATIONS:
- Bachelor’s Degree in a human service field from an accredited College or University and three (3) years of experience working in the child welfare, adoption, and/or mental health fields.
- Must maintain a valid Driver’s License and an acceptable driving record.
- Must be insurable by Methodist Home for Children’s insurance carrier.
- Must maintain personal vehicle insurance coverage if personal vehicle used for agency business, including the transportation of clients.
- Must be able to work a flexible schedule, including nights and weekends, and holidays.
- Must successfully complete all phases of pre-service and on-going training, including, but not limited to, physical restraint training, First Aid, CPR, Universal Precautions, and medication administration.
- Must be able to provide 24 hour on-call supervision.
- Computer literacy, advanced writing and editing skills, and organizational skills are essential.
- High level of accuracy and detail orientation required.
- Have the ability to participate in extensive travel.
- Have the ability to drive for agency related events during the day or night.

Paid Holidays: MHC gives full-time employees paid holidays each year.
Vacation Leave: First partial calendar year of hire is pro-rated at 10 days (80 hours) per year
Sick Leave: Paid sick leave is accumulated at 12 days (96 hours) per calendar year. All unused sick leave will carry over into the next calendar year.

WHO WE ARE:
MAKE A DIFFERENCE in the life of a child with Methodist Home for Children! Our primary goal in foster care is to help young people make the transition into permanent homes. Whenever possible, we help young people reunite with their birth families. When this is not possible, we help these young people find permanent homes with families who wish to adopt. The children we care for range in age from newborn to 18 years. We provide our foster parents with 30 hours of training and lots of support as they prepare to become licensed.
