About the Division of Parking Management :

The Division of Parking Management manages the planning, operations, engineering, and maintenance of parking garages and lots within Bethesda, Silver Spring, and Wheaton central business districts along with the maintenance of Transit areas throughout the County. The Montgomery County Department of Transportation (MCDOT) seeks a Major Maintenance Project Manager, grade 22, to join their Parking Maintenance Services Team.

WHAT YOU’LL BE DOING:

Department of Transportation, Division of Parking Management seeks a Major Maintenance Project Manager . The employee will be responsible for managing multiple trades work, ordering materials, and keeping our facilities safe and operational.

Contacts are primarily with County Managers, supervisors, Engineers, and contractors/ subcontractors to layout and ensure compliance with job plans or contract terms; to verify work completed and maintain quality control, to determine work requirements, discuss facility condition during inspections and inform them of work progress. This position will oversee the work performed by contractors/ subcontractors and act as the County’s Contract Administrator representative. This position will review invoices and recommend payment based on contractor’s performance and compliance with contract requirements and prepare contract documents.

Duties include, but are not limited to:

  • Planning, preparing cost estimates for, and managing a variety of facility renovations, remodeling, repair, maintenance, and installation projects performed by skilled trade, ie., electrical, locksmith, plumbing, HVAC, mechanical, elevators, communication, structural and life safety, contractors, or County employees.
  • Manage projects involving all of the trades in County Parking Facilities and Transit areas.
  • Conducting building inspections to determine necessary planned maintenance within their area of trade specialization
  • Directing and managing three electrical crews.
  • Coordinating and directing the work of HVAC, pump and emergency backup system repairs and maintenance.
  • Ordering materials, encumbering funds, approving invoices and tracking expenditures.
  • Working with different computer software including remote monitoring for lighting, utilities and building systems.
  • Working with contract administration and preparation.

ADDITIONAL INFORMATION:

This position REQUIRES possession of a valid driver’s license and the ability to drive a County vehicle to perform work at locations outside the office.

The work of this position is occasionally performed after normal working hours and on weekends. An incumbent in this position must be available to work all hours when needed for planned events and emergencies.

The individual selected for this position will be considered an Essential Employee and overtime work will be required. Essential employees must report to work during a period of general emergency or liberal leave.

This position includes the requirement to visit facility and project sites, which may require the employee to climb ladders to inspect work in progress or potential problems, or wade into standing water among other physical demands or environmentally challenging scenarios.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

Montgomery County Ethics Law : Except as provided by law or regulation, the County's "Public Employees" (which does not include employees of the Sheriff's office) are subject to the County's ethics law including the requirements to obtain advanced approval of any outside employment and the prohibitions on certain outside employment. Minimum Qualifications

Education: High school diploma or equivalent (GED or High School Proficiency Examination)

Experience: Seven (7) years of experience in the Heating, Ventilation, Air Conditioning and Refrigeration (HVAC-R) trade, the building envelope/ structural/ interior trades in combination (such as elevators, communication, carpentry, masonry, roofing, drywall, flooring, and painting), or the plumbing – piping trade depending on the specialty area of the position of assignment. Three years of the Major Maintenance Project Manager Class Code: experience must have been at the full performance (journey) level or higher in major maintenance, renovation, rehabilitation, remodeling, and repair projects involving commercial or industrial buildings/ facilities such as office buildings, warehouses, parking facility repair and inspection, commercial boilers/ chillers, commercial- industrial electrical systems, and commercial- industrial piping systems.

Equivalency: An equivalent combination of education and experience may be substituted.

Licenses, Registrations, Certifications, or Special Requirements :

Possession and maintenance of:

  • A valid Class "C" (or equivalent) driver’s license from the applicant's state of residence; and
  • Heating, Ventilation, and Air Conditioning trade area:
    • A journey level (or higher) HVAC license issued by the State of Maryland; and
    • Environmental Protection Agency Universal Certification for refrigerant recovery and recycling; or
  • Electrical trade area
  • Possession of a journey level (or higher) Electrician license issued by the State of Maryland ; or
  • Plumbing trade area
    • Possession of a journey level (or higher) Plumber or Pipefitter license issued by the State of Maryland.

    Preferred Criteria

    There are no Preferred Criteria assessments . All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet the minimum qualifications will be rated Qualified, placed on the eligible list, and may be considered for an interview. Employees meeting the minimum qualifications who are the same grade or higher will be placed on the eligible list as a “Transfer” candidate and may be considered for an interview.

    Preference for interviews will be given to applicants with experience in the following:

    • Experience in renovation and maintenance projects including knowledge of local codes, work specifications, inspections and contract documents in Parking Facilities and Transit areas.
    • Experience reading blueprints and schematics, preparing working drawings and sketches, and developing initial material and labor cost.
    • Experience preparing reports, work orders, specifications, cost estimates and vendor proposals.
    • Experience establishing and maintaining effective working relationships with Division personnel, contractors, engineers, agency representatives and managers.
    • Experience working on a personal computer using software such as Microsoft Office, Auto Desk BIM, and Oracle.
    • Experience with purchasing procedures and material contracts.
    • Experience preparing contracts.
