Job Information

Open to the general public and any current Municipal employee. Preference will be given to Anchorage Police Department (APD) employees. APD employees who are successful in the screening process will be forwarded to the department for consideration prior to any non-APD applicants.

This position is represented by the Anchorage Police Department Employees Association (APDEA) Union and is subject to the provisions of the current agreement between the Municipality of Anchorage and the APDEA.

DEPARTMENT: Anchorage Police Department (APD)
HOURS OF WORK: Monday through Friday; 8:00 a.m. to 5:00 p.m.
LOCATION: 4805 Dr. Martin Luther King Jr. Avenue

Example of Duties

Under general direction the latent print examiner is responsible for performing forensic examinations of latent print evidence. The position will use analytical instrumentation and proven methodologies to process evidence for latent prints. Utilizing various capture techniques, to include digital photography, the examiner will be responsible for visualizing, documenting, and recovering latent prints. The position will perform comparisons of latent prints to known exemplars utilizing the ACE-V (Analysis, Comparison, Evaluation – Verification) methodology. The examiner will also use Automated Fingerprint Identification Systems (AFIS) on a regular basis as well as collect DNA/biological evidence from crime evidence. Upon request, the examiner will be required to present the findings of their examinations in a courtroom setting. As assigned, the position may perform other related duties to include footwear and tire track examinations, serial number restorations, crime scene processing, and training. Perform other related duties as assigned.

Minimum Qualifications / Substitutions / Preferences
High school diploma, GED, or equivalent and five (5) years of experience of latent print experience.

OR

Associate’s degree in Criminal Justice, Physical Science, Forensic Science, Information Technology or a closely related discipline and three (3) years of latent print experience.

OR

Bachelor's degree in Criminal Justice, Physical Science, Forensic Science, Information Technology or a closely related discipline and one (1) year of latent print experience.

OR

Master's degree in Criminal Justice, Physical Science, Forensic Science, Information Technology or a closely related discipline and latent print experience.

All applicants must possess and/or complete:

  • Satisfactory drug screening at time of hire.
  • Satisfactory national criminal background investigation (13 AAC 85.010, and 13 AAC 85.210) and financial review at time of hire.
  • Valid State of Alaska Driver’s License with satisfactory driving record at time of hire.
  • Alaska Public Safety Information Network (APSIN) / National Crime Information Center (NCIC) certification within thirty (30) days of hire.
  • Satisfactory Criminal Justice Information System (CJIS) background check at time of hire.

Additional Important Information

Preference will be given to Anchorage Police Department (APD) employees. APD employees who are successful in the screening process will be forwarded to the department for consideration prior to any non-APD applicants.

The APD Internal Selection Process will be utilized. The Internal Selection Process includes evaluating and confirming applicant information and developing a ranked list by the following factors:
  • Oral Board - (minimum 60% passing score)
  • Discipline
  • Secondary Discipline Review will occur at time of transfer. (The list will be re-ranked, if necessary, to account for both new discipline and expired discipline.)
The eligibility list for the Identification Technician assignment is good for one (1) year from the date the certified eligibility list is published. This will be the only posting and selection process for this unit for the length of the eligibility list, regardless of potential future position vacancies during the length of the certified eligibility list. This will be the only posting for 12 months.

Applicants must have completed any probationary period for their current position to be selected. An applicant that may meet the minimum qualifications during the life of this certification list but is currently ineligible due to probation, prior assignment or length of service is still encouraged to apply to be put on the eligible list for future consideration with a date of eligibility.

Employees not maintaining Unit standards are subject to reassignment at the discretion of the Chief of Police in accordance with the APDEA CBA.
Successful applicants will be invited to test. Testing will include satisfactorily passing of: Nelson/Denny Reading and Comprehension Exam and an Oral Board (minimum 60% passing score).
Passing results of the Nelson/Denny Reading Comprehension exam are valid for one (1) year from the date of the tests. The test scores/results may be used when applying for other positions within APD. Current APD employees are exempt from the Nelson/Denny Reading Comprehension exam.
If selected for hire, the appointment in this position will be conditional based upon satisfactory passing an extensive background and financial check. A background check encompasses criminal history, verifying education, and verifying dates of employment.

As a condition of employment, appointment to this position will be conditional based upon satisfactory passing a drug screen.

If selected for hire, appointment in this position requires Alaska Public Safety Information Network (APSIN) security clearance and access, and also FBI National Crime Information Center (NCIC) security clearance and access within 30 days of hire. If the individual selected for this position fails to obtain these clearances and accesses within 30 days of hire, he/she will be terminated.

If selected for hire, appointment in this position will be conditional based upon the submission of a copy of the applicant's Alaska driver's license and a current copy of his/her Department of Motor Vehicle driving record, including a driving record from previous states if the Alaskan driver's license was first issued within one year prior to application, documenting an acceptable driving history. All required licenses and certifications must remain current for the duration of employment.

Military Service Interview Preference:
Veterans who wish to be considered for an interview preference as permitted in Municipal Personnel Rules 3.30.031 D, must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran or similar document. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.

An individual currently serving as a member in good standing in the National Guard or the organized military reserves who wishes to be considered for an interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual’s command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
