Job Description
Provide Medicaid and health care policy planning, advisory, analytic
Engagement Response Requirements
- A project plan with timeframes, deliverables, labor costs, and detailed approach.
- Identification of research activities (e.g., legal, regulatory, programmatic).
- Stakeholder engagements (meetings/interviews).
- Work samples and staff experience in related areas.
- Drafting of Medicaid Policy and Program Documents
- Draft or assist in drafting documents such as:
- State Plan Amendments.
- State regulations, provider communications, and federal submissions.
- Grant proposals and regulatory comments.
- Includes initial/final drafts and revisions
Role Summary:
- Supports the successful implementation of new policy initiatives by ensuring organizational readiness and stakeholder alignment during the policy drafting process.
Key Responsibilities:
- Assess the impact of new policies or waivers on operational workflows and stakeholder roles.
- Support development of communication plans related to regulatory changes or federal submissions.
- Facilitate internal change readiness sessions and stakeholder coordination.
- Contribute to the drafting of implementation support materials and transition documents.
- Identify risks and recommend mitigation strategies during policy rollout.
Minimum Qualifications:
- Bachelor’s degree in organizational development, Business, Public Administration, or a related field.
- Minimum of 5 years of experience in change management, preferably in government or healthcare transformation initiatives.
- Certification in Prosci or other formal change management frameworks is preferred.
- Strong facilitation, stakeholder engagement, and communication planning experience.
