Job Description

Provide Medicaid and health care policy planning, advisory, analytic

Engagement Response Requirements

  • A project plan with timeframes, deliverables, labor costs, and detailed approach.
  • Identification of research activities (e.g., legal, regulatory, programmatic).
  • Stakeholder engagements (meetings/interviews).
  • Work samples and staff experience in related areas.
  • Drafting of Medicaid Policy and Program Documents
  • Draft or assist in drafting documents such as:
  • State Plan Amendments.
  • State regulations, provider communications, and federal submissions.
  • Grant proposals and regulatory comments.
  • Includes initial/final drafts and revisions


Role Summary:

  • Supports the successful implementation of new policy initiatives by ensuring organizational readiness and stakeholder alignment during the policy drafting process.

Key Responsibilities:

  • Assess the impact of new policies or waivers on operational workflows and stakeholder roles.
  • Support development of communication plans related to regulatory changes or federal submissions.
  • Facilitate internal change readiness sessions and stakeholder coordination.
  • Contribute to the drafting of implementation support materials and transition documents.
  • Identify risks and recommend mitigation strategies during policy rollout.


Minimum Qualifications:

  • Bachelor’s degree in organizational development, Business, Public Administration, or a related field.
  • Minimum of 5 years of experience in change management, preferably in government or healthcare transformation initiatives.
  • Certification in Prosci or other formal change management frameworks is preferred.
  • Strong facilitation, stakeholder engagement, and communication planning experience.
