Northwest Washington Electrical Industry JATC (NWEJATC) is a non-profit, joint labor-management training organization registered since 1945. We deliver three apprenticeship programs for journeymen, apprentices, and others in the electrical industry approved by the Washington State Apprenticeship Training Council, serving over 700 apprentices across nine counties (Chelan, Douglas, Grant, Island, Okanogan, San Juan, Skagit, Snohomish, and Whatcom) under IBEW Local Union #191 and Cascade Chapter NECA collective bargaining agreements.
Job Summary
The HR Generalist supports the Training Director in managing employee relations, compliance, benefits, onboarding/offboarding, recruitment, and training coordination. Collaborating with leadership, staff, and students, this role fosters a compliant, respectful workplace aligned with organizational values and legal standards. The position attends weekly management meetings to ensure HR practices meet operational needs.
Essential Duties and Responsibilities
- Act as primary contact for HR policies, procedures, and employment inquiries from staff and students
- Administer benefits, maintain personnel records, and manage leaves (e.g., FMLA, PFML, military, parental)
- Support recruitment (job postings, screening, interviews) and full employee lifecycle processes (onboarding, offboarding)
- Handle employee relations, performance management, disciplinary actions, and investigations into discrimination/harassment
- Ensure compliance with federal/state/local laws, including updating policies, Employee Handbook, Affirmative Action Plan, drug testing, and Last Chance Agreements
- Provide input and guidance on organizational changes, interpersonal issues, salaries/benefits for equity/compliance, and employee engagement/leadership development
- Champion the organization's mission, values, and inclusive culture

Required Qualifications
- 2 years in Human Resources or related role
- Professional HR certification or equivalent education
- Knowledge of employment laws and HR best practices
- Proficiency in Microsoft Office
- Discretion with confidential information
Preferred Qualifications
- Bachelors degree
- Experience with union collective bargaining agreements
- Experience in a non-profit environment
- Familiarity with apprenticeship programs, trade schools, or workforce development
