Minimum Qualifications: Non-competitive: U.S Coast Guard Master's certificate for the applicable tonnage and operating area of the vessel; and three years of experience operating a commercial fishing vessel, for which trawls were a principal gear, or a fishery research vessel; and one year of experience in fishing gear maintenance and repair.
Preferred:Familiarity with the operation of marine diesel engines
Duties Description:
Primary operator of the David H. Wallace, a 35-foot downeast design trawling vessel. The vessel is used for running the Peconic Bay Trawl Survey and is constructed with a single-screw inboard, equipped with 2 hydraulic winches, and an A-frame. The captain is responsible for survey operations throughout the Peconic Estuary system from Flanders Bay in the west, to the western side of Shelter Island, towing a small-mesh net for the purpose of surveying juvenile fish and invertebrates yearly from May through October. Responsibilities include prepping the boat for the season and every trip, checking and maintaining fluids, visual inspection of the engine and equipment for proper operation, and general vessel readiness. Additional vessel maintenance is required such as greasing the winches and repairing the trawling gear as needed. This includes engine troubleshooting and minor repair or contacting outside vendors for major repairs or work as needed. This position is responsible for maintaining the safety and security of all staff onboard during survey operations. At the conclusion of the sampling season, this position is required to coordinate vessel winterization and purchasing of supplies. The Captain is also required to perform office activities related to training, staff meetings, and asset tracking, and may assist other offices in their field projects, or in an advisory capacity.
Additional Comments: Must have valid driver's license or demonstrate the ability to meet the transportation needs of the position. Must be able to work in adverse weather conditions. Must be able to lift and move objects up to 50 pounds.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
