As a Consulting Practice Director within Oracle’s Government, Defense and Intelligence organization, you will manage and oversee part of GDI’s existing book of work, comprising multiple active Intelligence Community (IC) projects as well as be responsible identifying, developing and managing new business opportunities within the IC Sector (specifically NGA, NRO and DIA).
This position involves program management, resource management, strategic growth planning, pipeline development, client relationship management, and cross-functional collaboration to drive revenue and expand Oracle’s presence in the IC market. This role involves developing and managing the pipeline of potential opportunities, maintaining strong relationships with IC agencies, ensuring program delivery, and identifying areas for growth within your area of responsibility.
The ideal candidate will have a strong network within the NGA and/or NRO, a deep understanding of government contracting, and expertise in driving growth opportunities.

Responsibilities
Program Management:
- Work with cross-functional teams, including finance, contracts, and compliance, to ensure seamless program execution.
- Develop performance metrics to track program success.
- Identify and mitigate risks across the portfolio, implementing proactive solutions.
- Cultivate and sustain strong relationships with key stakeholders, including contracting officers, program managers, and partners.
- Work closely with Oracle teams, prime contractors, subcontractors, and government personnel to drive program success.
- Pipeline Management: Work collaboratively with Sales to develop, maintain, and manage the opportunity pipeline within this AOR to ensure a steady flow of new business opportunities.
- Business Development: Work with the BD organization to identify and pursue new business opportunities within this IC sector, including gathering information on potential RFPs, contract vehicles, and partnerships.
- Proposal Management: Oversee the preparation and submission of proposals, working closely with proposal teams to ensure timely and compliant responses.
- Scoping work: Determine consulting resource needs based on SOW requirements.
- Organic Growth: Maximize growth opportunities on existing, funded contracts.
- Lead and mentor project managers, technical leads, and analysts across multiple engagements.
- Collaborate with senior leadership to develop and implement long-term strategic plans for this IC practice.
- Experience working with multiple IC agencies (e.g., NGA, NRO, DIA etc.).
- Knowledge of IC industry trends, emerging technologies, and innovation initiatives.
- Proven track record of successfully identifying, developing, and securing IC contracts.
- Deep understanding of IC procurement processes, contract vehicles and government acquisition strategies.
- Strong relationships with IC agencies and key decision-makers.
- Experience managing and executing IC programs and hiring/leading teams.
- Experience working with industry partners.
- Experience with cloud solutions and the desire to learn about Oracle cloud, database, and analytics solutions.
- Bachelor’s Degree in engineering, computer science, Business, or related discipline and 14 years of relevant experience
