$21.23 to $23.15 per hour

PURPOSE

The specific purpose of Apprentice Lineman is to provide for a planned program of progressive training and experiences that will result in the development of skills and knowledge necessary for the construction, operation, and maintenance of a reliable electric system.

OBJECTIVES IN SERVING CUSTOMERS

1. To provide customers with a reliable electric distribution system at an affordable cost.

2. To determine the problem and restore the distribution system following interruptions of any kind.

3. To provide office employees with paperwork as necessary to complete timely billing, payroll, material control, etc.

4. To assist in providing safe work sites for employees and customers.

5. To treat all customers with respect and dignity.

RESPONSIBILITIES IN SERVING CUSTOMERS

General responsibilities applicable from apprentice to journeyman positions:

  • Restores safely, quickly, and efficient electric service and other services supplied by PRECO.
  • Looks for efficiencies and report problems that hinder the efficient completion of work.
  • Participates in monthly safety meetings.
  • Follows policies and procedures and seeks input when information is unclear, inadequate, or requires interpretation.
  • Completes any necessary paperwork accurately and timely for office operations.
  • Studies learn and comply with all safety practices, procedures, and instructions.
  • Operate vehicles as directed obeying all safety requirements.
  • Cuts right-of-way trims trees, sprays and chips brush if needed to restore service.
  • Performs routine equipment maintenance.
  • Loads and unloads material and equipment and sees that line trucks are kept stocked with sufficient inventory of supplies to make emergency repairs.
  • Returns all job locations to a neat, safe condition following completion of work, removing all cartons and discarded materials.
  • Operates radio communications equipment, abiding by the Federal Communications Commission’s Rules & Regulations.
  • Refrains self and others from using profane language, obscene actions, or any other negative behavior that would reflect unfavorably upon the HPC.

p. Performs other work of this or any other classification requiring equal or lesser skills when assigned by supervisor.

q. Read meters and collect disconnects as needed.

r. Assumes responsibility for on-call work.

Reports to Line Superintendent, Line Foreman, or Journeyman/Lead Lineman as detailed on attachments.


EDUCATION AND TRAINING REQUIREMENTS

  • High School graduate or GED.
  • Driver’s License as detailed in attachments.
  • Demonstrates the mechanical and physical ability to perform the trade.
  • Ability to read, write, and understand sequential processes in written, oral, diagram, or schedule form.
  • Ability to apply craft techniques, processes, and principles.
  • Necessary to provide own tools to perform the work.
  • Demonstrates initiative and judgment in decision-making.
  • Experienced in working with a team or individually.
  • Subject to random drug and alcohol testing consistent with DOT regulations and HPC policies.

PHYSICAL CAPABILITIES FOR THIS WORKING ENVIRONMENT This position is subject to adverse weather elements/hazards, and subject to work-related hazards while performing the job. Works outside with great physical exertion requiring upper body strength and stamina. Frequently climbs poles and is exposed to the risk of high precarious places up to 55 feet or more, installing line materials and equipment such as transformers, reclosures, cutouts, insulators, etc., and often works in awkward positions requiring lower body strength. Occasionally will stop or bend to perform maintenance on a service or primary installation. Will individually or with assistance pull or use force regularly for materials, tools, and equipment weighing up to 25 pounds, frequently pull or use force up to 50 pounds, and occasionally pull and use force up to 100 pounds. Reaching and lifting overhead is required. The job requires standing, crawling, climbing, bending, pulling, and reaching a majority of the time.

May occasionally lift, and push conductors from pole to pole. Must be certified and able to perform bucket, pole top rescue, first aid, and CPR. Shovels dirt works around noisy construction machinery and equipment and visually inspects work for safe connections and standards design. Works on uneven terrain in areas along and off-road right-of-ways often encountering vehicular traffic. Will frequently work with or near energized lines (normally in voltage classes of 12 kV to 25 kV) and equipment requiring safe work habits and performed in accordance with established work procedures and specifications to avoid electric shock and injury. Frequently sits in a line truck to drive or ride to various line sites. At risk to exposure to bloodborne pathogens. May be able to operate equipment including, but not limited to digger derrick trucks, bucket trucks, chain saws, and any other construction or maintenance-related equipment that applies to overhead or underground. Will be exposed to chemical sprays used to clear right-of-way. Office restricted smoking areas. Subject to random drug and alcohol testing consistent with DOT regulations and HPC policies.

Apprentice Lineman – L-1 Step 1 through Step 4

A. Purpose

This position is one of active training in line work with a focus on overhead and underground construction in. In order to remain in the lineman apprenticeship program, it is a requirement for the individual entering this training to progress with training and experience to the Journeyman Lineman level within a planned period of time.

The Apprentice Lineman will not work within contact distance of an energized conductor on a pole, or pad mount transformer. Work will be limited to construction and maintenance, in which poles are completely de-energized and grounded.

B. Assigned training and responsibilities include:

    • By the end of the first year, the individual must have demonstrated the abilities to safely work effectively and have practical knowledge in the following areas:

b) Cooperative safety rules.

c) First aid training.

d) Identification of the material, tools, and equipment in overhead and underground construction.

e) Proper handling and use of materials, tools, and equipment.

f) Frame poles.

g) RUS specifications and basic construction units for both underground and overhead construction.

h) Climbing poles.

i) Drive and maintain vehicles and equipment.

j) Operate radio.

k) Meet all State requirements to operate HPC vehicles, such as CDL license, or any other qualifications.

l) Perform other first-year duties as assigned.

C. Training arrangements

The Operation Supervisor is responsible for training and will delegate specific activities to the Line Foreman or Journeyman Lineman in charge. Apprentice must attend Apprentice School assigned by Peace River Electric Cooperative’s Training and Safety Program.

D. Reports to for supervision:

Is under the direct supervision of the Line Foreman of the crew, Serviceman, or Journeyman Lineman to which he is assigned.

E. Standards for being on Call

The apprentice may go on calls with the Journeyman Lineman.
