Methodology Lead

Work Arrangement: Hybrid (remote with required onsite)

% Remote: Primarily remote until further notice; onsite required 1 week per month (plus additional onsite as needed)

Role Overview

The Methodology Lead serves as a senior contributor within the UBOS Program Management Office (PMO), supporting a complex Tolling Back Office program. This role is responsible for defining, governing, and continuously improving software delivery methodologies across large, multi-team technology initiatives. The position emphasizes delivery rigor, tooling enablement, governance, and data-driven insights to ensure consistency, predictability, and transparency across programs.

Key Responsibilities

• Serve as a key contributor within the UBOS Program Management Office (PMO), supporting a complex Tolling Back Office program.
• Define, implement, govern, and streamline software delivery methodologies across complex, multi-team technology programs.
• Focus on delivery framework design, execution rigor, tooling enablement, and data-driven insights, ensuring consistency, predictability, and transparency across large-scale software initiatives.
• Work closely with program leadership, project managers, product owners, engineering teams, and other team members to optimize delivery outcomes.
• Define, implement, and continuously improve PMO methodologies supporting complex software delivery across waterfall, agile, and hybrid environments.
• Establish and maintain delivery standards, playbooks, templates, and governance frameworks aligned to PMBOK, Agile, and enterprise PMO best practices.
• Provide hands-on training and guidance to project team members on applying delivery methodologies effectively at scale.
• Partner with Scrum Masters to translate PMO methodology into actionable guardrails, including Definition of Done, sprint goals, release criteria, and execution playbook approval checkpoints.
• Design and govern software delivery lifecycle models, including intake, planning, execution, release management, and operational transition.
• Serve as a subject matter expert for Azure DevOps (ADO), establishing best practices for:
• Work item hierarchy and traceability
• Backlog management and iteration planning
• Dependency tracking and cross-team alignment
• Dashboards, delivery metrics, and reporting
• Audit, assess, and enforce adherence to PMO and software delivery methodologies via delivery health checks, artifact reviews, and governance assessments; identify gaps, risks, and non-compliance and drive corrective actions.
• Leverage Power BI to design and maintain executive-level dashboards and analytics, providing insights into delivery health, throughput, predictability, risks, and trends.
• Define and standardize delivery metrics (velocity, throughput, cycle time, predictability, milestone performance, sprint estimation, resource utilization) and ensure consistent reporting across programs.
• Support program planning and forecasting by integrating schedule, backlog, and delivery performance data.
• Facilitate delivery governance forums, cadence reviews, and executive briefings using data-driven insights.
• Identify systemic delivery risks, bottlenecks, and inefficiencies and recommend process and tooling improvements.
• Support change management and adoption of new delivery practices, tools, and standards across the organization.
• Partner with technology and business leadership to ensure methodologies align with enterprise architecture, operational readiness, and compliance requirements.
• Fully document all created work, including designs/diagrams, test plans/scripts, impact analysis, lessons learned, and best practices, following Commission templates and standards.
• Maintain productive working relationships with technology staff, business owners, project sponsors, vendors, and key stakeholders.
• Lead and participate in project team activities for system work efforts related to enterprise systems.
• Adhere to all Commission standards, policies, and procedures.
• Perform other duties as assigned.

REQUIRED EXPERIENCE AND SKILLS

• 10 years of experience in PMO, program delivery, or delivery excellence roles supporting complex software initiatives.
• Deep expertise in PMO methodology, complex software delivery, delivery tooling, and the ability to collaborate effectively across multiple teams and projects.
• Experience establishing methodology for SAP BRIM implementation projects.
• Experience establishing methodology for Microsoft Dynamics implementation projects.
• Strong hands-on delivery experience in Agile, Waterfall, and Hybrid environments.
• Demonstrated ability to scale delivery practices across multiple teams, vendors, and workstreams.
• Expert-level Azure DevOps (ADO) experience, including work item configuration/governance, backlog and iteration planning, release management, dependency planning, and reporting/analytics.
• Expert-level Power BI experience, including data modeling/transformation, dashboard/report design, executive-level reporting, and integration with ADO and other delivery data sources.
• Strong ability to translate delivery data into clear, actionable insights for leadership.
• Demonstrated ability to translate complex PMO and software delivery methodologies into practical guidance for stakeholders ranging from engineers to executive leadership.
  
  

EDUCATION AND CERTIFICATIONS

• Bachelor's degree in IT, Information Systems, Business Management, Engineering, or related field, or equivalent experience.
• Lean Agile or Delivery Excellence certifications.
  
  

ENGAGEMENT REQUIREMENTS

• Candidate location preferred within the Continental United States.
• Remote until further notice, with required onsite attendance at a Commission Middletown, PA location approximately 1 week per month based on Commission schedule.
• In-person interviews and onsite work sessions will be conducted at Commission facilities in Middletown, PA.
• Onsite orientation is required for a full day to pick up Commission equipment; equipment will not be shipped and must be picked up by the selected resource. Travel costs for orientation and equipment pickup will not be reimbursed.
• Resource must be available to report onsite within 3 hours in case of emergency.
• Post go-live onsite support may be required, including one or more one-to-two week onsite rotations during the six-month period immediately after UBOS goes live with active customers.
• If within a 3-hour commuting distance of Middletown, PA, no additional travel compensation is allowed; rate is inclusive of travel.
• If travel expenses are authorized, reimbursements must follow federal GSA guidelines and include receipts.
• Vendor must arrange workspace for its project team; Commission will provide meeting space but does not plan to house the project team daily.
• Vendor resources may be required to sign an NDA if managing or accessing Commission systems/data.
• Virtual work expectations include camera use and professional appearance.
• Must comply with published Commission IT standards and policies.
• Overtime requires prior approval from the Project Principal.
