Job Title: Family Self-Sufficiency (FSS) Coordinator.
Location: Provo, Utah.
Job Type: Full Time, 40 hours per week, non-exempt.
Shift and Schedule: Monday through Thursday, 10-hour shifts.
Pay Range: Between $24.17 and $28.28 an hour ($50,273.60 to $58,822.40 annually), commensurate with experience.

As a vital part of our mission, we are seeking a skilled and experienced Family Self-Sufficiency (FSS) Coordinator who has a combination of goal-oriented case management, community resource navigation, advocacy with accountability, and accurate documentation abilities.
Job Description: Under the direct supervision of the Rental Subsidy (HCV, Section 8) Manager, the applicant will provide strategic vision and leadership to the Family Self-Sufficiency (FSS) Program. Develop and implement systems change strategies. Oversee and continuously develop a multi-dimensional set of services, economic growth opportunities, and educational resources by developing external and internal partnerships. Oversee and manage communications with stakeholders who offer assistance with self-sufficiency goals.
Role and Responsibilities
· Participate in Section 8 Orientations for PCHA housing programs to promote FSS enrollment. Conduct group informational presentations using PowerPoint or other automated presentation tools to explain, recruit, and develop the FSS program.
· Administer the FSS program. Create contracts and assist participants with goal setting. Monitor the participant’s success, seek out resources, make referrals, and track escrow. Assist participants in engaging in career readiness, education, and employment. Test and monitor new strategies and make strategic business decisions to continue or eliminate ineffective practices.
· Review and analyze the effectiveness of the service delivery model. Collaborate in the planning, development, and implementation of new resources and program services to meet goals and desired outcomes for FSS clients E.
· Develop systems to track and measure program and individual goals; prepare and deliver reports, recommendations, or alternatives that address existing and potential opportunities for improvement across the program. Maintain tenant files pertaining to FSS. E
· Administer, interpret, apply, and explain rules, regulations, policies, procedures, and other requirements needed for eligibility and continuing assistance. Ensure compliance with unique program requirements. Maintain the FSS program forms, including but not limited to the FSS action plan, escrow spreadsheets, and HUD-required reporting. Attend industry training to keep current on programmatic changes and best practices.
· Work with the participant to develop goals that fit in the “participant-centered” approach in which participants drive the process. Support participants to select their own individual goals and determine how they wish to meet them.
· Communicate regularly with participants to ensure goals are being met. Work with the participant to identify barriers and collaborate on solutions. Identify strategies to ensure program participants meet their self-sufficiency goals
· Apply independent judgment to complex housing needs in a fair and consistent manner in accordance with continually changing regulatory rules, HUD regulations, and PCHA policy and procedures. E
· Provide federal and local housing program information, including policies and procedure to the public; work with and build relationships with case managers and other agencies. E
· Complete detailed data entry for participant files; operate assigned equipment such as
computer, printers, voice mail, copiers, fax machine, etc.
· Meet high customer service standards, including prompt return of phone calls and handling walk-in clients, according to protocol standards.
· Attend all required training and safety meetings; use, maintain, and replace assigned personal protective equipment; report all injuries and illnesses to supervisor immediately; complete and submit incident/accident report as required; report hazardous conditions or unsafe work practices to supervisor; and follow all safety and health guidelines, practices, policies, and procedures. · Perform related duties as assigned.
Qualifications and Education Requirements
· Education: Bachelor’s degree in Social Services preferred and 2 years’ experience in a service-based position. Or 4 years’ experience working with low-income or other vulnerable populations in a social service environment.
· Experience: Work-related experience in a social service environment. Experience working with low-income or other vulnerable populations. Excellent communication, conflict resolution, negotiation, problem-solving, crisis management, and organizational skills with experience in data entry, PC word processing, and general office practices and procedures.
· Licenses and Other Requirements: Utah State Driver’s License.
