The Research Foundation for Mental Hygiene, Inc. is seeking a qualified candidate to fill the full-time, salaried position of Mental Health Program Specialist 2 at the NYS Office of Mental Health (OMH), Division of Managed Care, Bureau of Managed Care Oversight.
Function and Scope:
The mission of the OMH Division of Managed Care is (1) to ensure that recipients and providers of behavioral health services transition effectively from Medicaid fee-for-service to Medicaid managed care; (2) to develop and implement Medicaid behavioral health managed care policy with partner agencies; (3) to monitor Medicaid Managed Care Organization (MCO) performances; and (4) to engage stakeholders including consumers, families, counties, and providers in Plan oversight and program development.
The Bureau of Managed Care Oversight is tasked with overseeing the implementation of Medicaid managed care programs for individuals with behavioral health conditions; monitoring MCO compliance with managed care behavioral health requirements; and working with various technical assistance centers serving behavioral health agencies and recipients with behavioral health needs to successfully navigate Medicaid managed care. A successful candidate must be proficient in the use of meeting technologies (e.g., WebEx, Teams).
Responsibilities Include but Are Not Limited To:
The Mental Health Program Specialist 2 within the Bureau of Managed Care Oversight is tasked with managing OMH's activities related to Medicaid managed care certification and contracting, including readiness reviews for behavioral health managed care implementations, review, and approval of MCO contracts, coordinating managed care implementations and ensuring compliance with behavioral health standards.
The functions the candidate will be responsible for include, but are not limited to:
- Developing, implementing, and monitoring MCO compliance with behavioral health standards.
- Participating in MCO oversight review activities.
- Collaborating and maintaining relationships with a wide range of managed care stakeholders, including other OMH divisions and State agencies, providers, MCOs, and trade associations.
- Supporting the Bureaus within the Office of Managed Care in a broad range of managed care plan evaluation activities, including the analysis of managed care plan performance and the review of managed care plan documentation that act in accordance with contract requirements.
- Assisting the Bureau and Division with the evolving needs and changes related to Medicaid managed care, as needed.
- Travel within New York State may be required.
Qualifications:
- The candidate must have a bachelor's degree or higher from an accredited college AND 4 years of professional clinical or administrative experience in a healthcare or mental health setting.
- A master's degree in a mental health-related specialty, public health, public administration, business administration, health administration, or related field may be substituted for one year of the required experience.
Preferred Qualifications:
- Knowledge and experience in managed care and/or Medicaid is strongly preferred.
RFMH employees may be required to be vaccinated for COVID-19 depending on work location and must provide proof of vaccination. Fully vaccinated is defined as two (2) or more weeks since receiving either the second dose in a two-dose COVID-19 vaccination series (e.g., Pfizer-BioNTech or Moderna) or the first and only dose of a single-dose vaccine (e.g., Johnson & Johnson [J&J]/Janssen).
