DEPARTMENT OF ELEMENTARY & SECONDARY EDUCATIONTITLE: Deputy Commissioner (Instructional Programs)ORGANIZATIONAL CENTER: The position reports to the Commissioner.GENERAL STATEMENT OF DUTIES: The incumbent in this position is responsible for ensuring the implementation of all state and federal laws related to education, coordinating general RIDE operations, and leading and supporting Instructional Division initiatives and strategic priorities. The direct focus of this work is to increase student achievement through a set of integrated strategies using a process within RIDE and other partner organizations including critical and relevant workLEADERSHIP, MANAGEMENT AND COLLABORATION: The functions of leadership, management and collaboration are to be integrated so as to achieve both product and process objectives. Teamwork and mutually supportive methods are ascribed as successful outcomes and are necessary for providing high quality service and achieving high standards of performance. Work must be conducted in ways that include and involve those who have a stake in the outcome and must ensure that issues related to equity and special needs are addressed in a comprehensive fashion.

The context for this work must be strong advocacy for students and schools and a positive commitment to the role of the Department of Education as a central state level advocate. SUPERVISION RECEIVED: Works in cooperation with colleagues with considerable latitude for the exercise of initiative and independent judgment; work is reviewed upon completion of results obtained and on collaborative processes used in achieving results. The position is subject to an annual performance assessment.SUPERVISION EXERCISED: Facilitates, directs, coordinates and assesses the work of professional, technical, and support staff. Work is reviewed in process, as necessary, and upon completion for achievement of desired results and on collaborative processes used in achieving results.ILLUSTRATIVE EXAMPLES OF WORK PERFORMED AND ESSENTIAL FUNCTIONS : Coordinates statewide (PK-12) Instruction and Assessment Policy Initiatives to ensure high quality work outcomes.Ensures that there is a coordinated system that supports teacher and administrator preparation, certification, and ongoing development and leadership abilities.Ensures that innovative initiatives are integrated into ongoing structures and systems within RIDE and LEAs.Ensures that districts are properly supported.Ensures that the RIDE meeting schedule and other operational coordination is properly carried out utilizing several modes of communication and interaction.Ensures consistent implementation of the Secondary Regulations on High School Reform and Restructuring with respect to literacy, graduation requirements, and personalization.Ensures consistent implementation of the priorities and strategic goals of the Division are achieved.Ensures implementation of the Ensuring Student Succeeds Act (ESSA) is on schedule with the United States Department of Education and are fully implemented within the state.Ensures that educational policies and regulations are enforced and are fully effective and coordinated through an integrated set of strategies.Performs related work as assigned.
