The DOT Projects Specialist supports regulatory compliance for projects involving DOT-regulated pipelines. ResponsibilitiesHealth, Safety & Operating Integrity
- Serve as a visible safety leader and advocate for regulatory compliance
- Support internal and external audits through preparation and review of documentation and records
- Review and support Management of Change (MOC), Pre-Startup Safety Reviews (PSSRs), and Process Hazard Analyses (PHA)
- Support the development and implementation of standardized tools, governance cadence, and performance metrics
- Collaborate with field teams to verify standards are applied during simultaneous operations (SIMOPS) and project execution
- Provide technical input to operational planning and execution activities
- Provide pipeline technical and regulatory expertise throughout project design and implementation
- Report project progress and facilitate information flow across multi-disciplinary stakeholders, including operations, maintenance, engineering, and third parties
- Interpret and apply DOT pipeline regulations (49 CFR Parts 192 and 195) throughout the project lifecycle
- Review and approve project plans, procedures, and documentation for regulatory alignment
- Coordinate with internal teams and external stakeholders to resolve compliance issues
- Conduct audits, inspections, and risk assessments to verify DOT compliance
- Prepare and maintain compliance documentation and regulatory reports
- Support regulatory reporting, incident investigations, and corrective action follow-up
- Associate’s degree
- Valid driver’s license
- Minimum 5 years of experience interpreting and applying DOT pipeline regulations (49 CFR Parts 192 and 195) for complex projects
- Strong knowledge of pipeline compliance, design, construction, operations, and maintenance practices
- Advanced proficiency with Microsoft O365 applications (Excel, Outlook, PowerPoint, Word, SharePoint, Teams)
- Excellent written and verbal communication skills
- Strong organizational skills and attention to regulatory detail
- Willingness to travel and work in remote or field-based conditions up to approximately 15%
- Bachelor’s degree in Engineering, Safety, Physical Science, or a related field
- Prior experience in a DOT compliance or regulatory oversight role
- Experience supporting capital projects in regulated environments
- Cross-functional experience with Projects, Operations, Maintenance, Asset Integrity, and HSE
- Experience interacting directly with federal or state regulators
- Experience managing compliance programs for petroleum or natural gas pipelines
- Familiarity with Operator Qualification (OQ) program administration
- Ability to read and interpret mechanical and electrical drawings and technical specifications
- Basic proficiency with analytics or reporting tools
- Advanced knowledge of DOT pipeline regulations (49 CFR Parts 192 & 195)
- Strong safety leadership and advocacy for regulatory and life-saving rules
