This position is responsible for investigating internal complaints of discrimination harassment, sexual harassment, retaliation, and all other applicable Equal Employment Opportunity (EEO) concerns and ensuring compliance with RTD’s Equal Employment Opportunity policies and all applicable anti-discrimination laws. This position also performs various complex, technical, analytical, and administrative duties for which the EEO office is responsible.
Duties & Responsibilities:
ESSENTIAL:
  • Investigates complaints of discrimination, harassment, sexual harassment, retaliation, and all other applicable Equal Employment Opportunity (EEO) concerns by conducting interviews, evaluating and analyzing all collected information, making findings consistent with applicable EEO policies and anti-discrimination laws, and thoroughly documenting the investigative process with an investigative report.
  • Interprets and explains RTD’s EEO policies and procedures in response to inquiries from departments, employees, and applicants. Works with employees and managers to address issues that are identified.
  • Assists with investigating discrimination charges filed with the state and federal administrative agencies.
  • Assists in developing and implementing the EEO/Affirmative Action Plan and overseeing plan compliance.
  • Assists with federally required EEO-4 and other reports as needed.
  • Assists with EEO education and training programs.

  • All job-related duties as assigned.
Qualifications:
Required:
  • Bachelor’s degree in Human Resources, Psychology, Organizational Development, Sociology or closely related field. An equivalent combination of education and experience may be substituted.
  • A minimum of three years of experience with analytical writing and research in a professional environment.

Preferred:
  • Juris Doctorate or Masters degree.
  • One year of experience conducting fact-finding workplace investigations.
Proficiencies, skills and abilities necessary to perform the essential functions:
  • Proficiency in anti-discrimination laws is preferred.
  • Proficiency in EEO and Civil Rights laws and regulations is preferred.
  • Proficiency in evaluating EEO data to identify trends and patterns of behavior.
  • Exceptional analytical and research skills
  • Ability to conduct thorough, well-documented EEO investigations.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to demonstrate initiative, follow-through and accountability.
  • Ability to manage time and workload effectively, which includes planning, organizing, and prioritizing heavy caseloads.
  • Ability to use sound judgment.
  • Proficiency in conflict resolution techniques.
  • Proficiency in Microsoft Office Suite.
  • Excellent interpersonal and customer service skills.

  • The work environment is a typical office environment with minimal exposure to excessive noise or adverse environmental issues.
