General Definition of Work:
Performs intermediate advanced human support work assisting the Nursing Director in the management, evaluation and
supervision of personnel in programmatic areas to ensure high quality, cost effective health care to Saginaw County
residents. Work is performed under the limited direction of the assigned supervisor. Limited supervision is exercised
over assigned personnel.
Essential Functions:
- Manages day to day operation of assigned Nursing Division programs. Schedules, plans and conducts program staff
performance of assigned staff. Utilizes critical thinking, conflict resolution and problem solving when leading staff.
Ensures quality assurance of care and resolves issues and concerns. Accepts organization accountability for services
provided to clients.
- Schedules and makes staff assignments based on program need. Provides program coverage as needed.
- Analyzes programmatic data and prepares various reports. Provides input on annual budget preparation and
- Actively participates with divisional leadership to assure that state and federal accreditation requirements and
current on nursing best practices, public health matters and quality care. Communicates program updates to
divisional leadership.
- Participates in the selection and orientation of new employees. Provides divisional coverage in the absence of other
- Promotes collaborative partnerships with other health and human service agencies to enhance coordination and
state. Promotes Health Department programs by providing information and education to the community in
meetings, at local health fairs, to area colleges and universities and in person. Acts as a spokesperson for assigned
programs.

Minimum Qualifications:
Education: Bachelor's degree in nursing
Experience: Considerable (3-5 years) experience in public health with at least 2 years in a leadership capacity or
equivalent combination of education and experience.
Preferred: Master’s degree in Nursing, Public Health or Administration preferred.
Thorough knowledge of related industry, organization and department policies, practices and procedures, legal guides,
recommendations, best practices, ordinances and laws. Comprehensive ability to prepare programmatic reports and
correspondence and policies and procedures. Thorough knowledge to prepare staff evaluations, incident reports and
required agency documents (timecards, travel training requests, PTO requests, etc.). Thorough ability to utilize standard
office equipment and computer software as well as laboratory equipment (microscope, pipette, etc.), clinical equipment
(scale, blood pressure cuff, etc.) and temperature monitoring equipment (data logger, docking station, etc.). General
knowledge of standard accounting software. Ability to make arithmetic computations using whole numbers, fractions and
decimals. Ability to compute rates, ratios and percentages and to understand and apply governmental accounting
practices in maintenance of financial records. Knowledge of and ability to use MDHHS web-based applications and
databases and electronic medical records and prescriptions.
Special Requirements:
✓ Must possess upon hire and maintain a Registered Nurse (RN) license in the State of Michigan.
✓ Ability to acquire specific program and agency certifications as needed.
✓ Valid driver’s license in the State of Michigan upon hire.
✓ Basic Life Support Certification required upon hire.
