Description
SAIC is looking for a Launch Flight Operations Specialist to provide day-of-launch planning and execution of launch and initialization activities, as well as daily operations support for NRO Operations Squadron (NOPS)/Space Force Satellite Control Network (SCN) users. Activities include the planning and execution phase for all program integration activities for specific NRO missions and/or OSL-assigned missions. Accountable for the overall coordination, integration and execution of NOPS mission requirements for launch/initialization and daily operations to NOPS users. Requires close coordination with the Satellite Vehicle Program, Launch Vehicle Contractor, Operating Locations, Range, and other associated contractors and organizations. Duties include project and mission requirements engineering and management, resource management, mission integration planning coordination/support, Range coordination, readiness review preparation, technical procedure coordination, anomaly resolution, integration of mission requirements into government or commercial infrastructure, mission/Day-of-Launch (DoL) support and Lessons Learned adjudication. Member is responsible for developing, updating, and standardizing DoL processes, procedures, and products used by OSL launch personnel. Provide coordination with Eastern and Western Range, launch vehicle contractor, and Space Systems Command program office personnel on the implementation of changes to the DoL Concept of Operations (ConOps), and ensures DoL ConOps changes are reflected in OSL Mission Manager launch day preparations and exercised in rehearsals.
Specifics will include:
- Provide technical, programmatic, planning and execution support to coordinate with NRO programs for the planning, preparation, and execution of readiness exercises for initialization and early orbit activities
- Assist in the development of the launch support concept by mission to deliver the launch constraint criteria by mission to develop rehearsal scenarios and scripts
- Assist in new user operations integration into the operational baseline by addressing launch and on-orbit operations requirements
- Provide independent assessment of OSL and NOPS readiness to support launch
- Provide on-console technical support
- Prepare and track actions items and lessons learned following each readiness event and launch
- Provide project management for other specific tasking in support of OSL System Engineering and Enterprise level projects
- Maintain insight into definition, development, tracking and reporting results of operational support metrics
- Assess operational impacts of SCN/range upgrades and operational modifications
- Provide independent insight and feedback to management on the state of operations
- Provide DoL Integration Support to the Mission Director
- Maintain the Baseline OSL Day-of-Launch Plan, incorporating changes and best practices of each launch campaign to support OSL Mission Manager launch day preparations
- Assist OSL Mission Managers in the planning and implementation of the Day-of-Launch working groups
- Help develop the Integrated Mission Script for OSL Mission Director team, complete with job aides to improve situational awareness at key countdown milestones
- Manage DoL Launch Display Mission Issues Status List (MISL) to ensure accurate and timely display of mission issues and status
Qualifications
Required Education and Experience:
- Bachelor’s Degree and nine (9) years of experience; Masters Degree and seven (7) years of experience; and PhD and four (4) years of experience
- 7 years space launch experience and 2 years NRO Experience
- 5 years Government acquisition experience
- Extensive knowledge of NRO/OSL launch policy and procedures
- Thorough understanding of NRO Satellite Vehicle launch interface requirements, Day-of-Launch/mission rehearsal requirements, and ascent operations
- Ability to perform thorough analysis and quick issue resolution simultaneously
Clearance:
- Must be a US citizen with an active TS/SCI with a CI Poly
Target salary range: $125,001 - $150,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
