Position Summary 

Under the supervision of the Director of Operations & Procurement and in collaboration with the appropriate department, the Procurement Specialist will acquire various vendors for SDWP. The Procurement Specialist will ensure that all policies and processes are adhered to and advise management on any possible uncompliant activities or processes. They will work with the Procurement Manager to lead all procurement projects through project management, system and structure development, and execution of procurement processes and documents. These activities will be accomplished in conjunction with the appropriate staff members. They along with the Procurement Manager will act as the liaison between state, county, private partners, and key stakeholders. They will particularly be the primary point of contact with the Employment Development Department (EDD) for Title I (federal and applicable state) funded procurements. The Procurement Specialist will maintain meaningful partner relationships and build relationships as needed.

Essential Functions       

  1. Develops, processes, and manages all procurements (e.g., requests for proposals, contracts and contract modifications, purchase requests, etc.) coordinating with internal and external stakeholders. 
  2. Manages all steps of request for proposals and requests for bid to ensure that appropriate processes and laws are adhered to such as Brown Act requirements. Collaborate with the senior procurement specialist, managing all steps of requests. 
  3. Procure all supportive services for all applicable programs and bring into inventory in the appropriate system.
  4. Prepares all agreements in Salesforce and track stages to execution, notifying management of delays.
  5. Communicates status spend down of purchase orders and service agreements.
  6. Takes ownership of projects and organizes, develops, and executes all project plans within scope of responsibility. Work through timelines, dependencies, priorities, and resource needs to successfully manage projects and tasks to completion in a timely manner. 
  7. Maintains accurate and accessible project repository for the organization of all project documentation relating to responsibilities.
  8. Ensures all documents, such as templates and process guides, are prepared, ready for use, updated and accessible.
  9. Develops timelines and appropriate documents in collaboration with appropriate staff.
  10. Perform other related duties as assigned. 

Job Requirements   

  • Associate degree in business management or business administration
  • 2 to 4 years’ experience in procurement or two years’ experience in nonprofit or governmental sector.
  • Demonstrated project management skills, maintaining, and performing administrative and procurement responsibilities.
  • Proficient in creating and managing processes and procedures.
  • Ability to interpret, clearly explain and work within governmental statutes, rules, regulations, and requirements to drive positive outcomes.
  • Excellent written, verbal, presentation development and public speaking skills.
  • Ability to multitask, prioritize, and manage time efficiently. 
  • Computer proficiency, particularly with the Microsoft Office suite, including Outlook, Word, Excel, and PowerPoint.

Fundamental Requirements

  • Bachelor’s degree in business management, business administration, or related field.
  • Experience using procurement software.
  • Knowledge of Salesforce 
  • Knowledge of and use of process improvement tools. 
  • Certified Purchasing Professional (CPP).

In the spirit of pay transparency, we are excited to share the base salary range for this position. If you are hired at San Diego Workforce Partnership, your final base salary (within the pay range), will be determined based on factors such as education, knowledge, skills, and experience. In addition to those factors, we believe in the importance of pay equity and consider the internal equity of our current team members when determining any final offer. Please keep in mind that the range mentioned above is the full base salary range for the role. Hiring at the maximum of the range would not be typical in order to allow for future and continued salary growth. We also offer generous benefits and retirement plans.
