 ABOUT SGVCOG

The San Gabriel Valley Council of Governments (SGVCOG) is a regional government planning agency that aims to maximize the quality of life in the San Gabriel Valley. We are a joint powers authority consisting of 31 incorporated cities and unincorporated communities in Los Angeles County Supervisorial Districts 1, 4, and 5 and three San Gabriel Municipal Water Districts. This position will support the agency's contract function in the Regional Planning department.
 
The SGVCOG is in the San Gabriel Valley of Southern California. Applicants considered for this role must currently live in Southern California or be willing to relocate. The agency does not contribute to relocation or commute costs.
 
THE POSITION
The SGVCOG is seeking to fill one full-time Management Analyst position. 
 The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to this class.

  • Develop and implement contractual agreements and documents.
  • Evaluate and revise contractual terms and conditions as appropriate.
  • Prepare documents, including draft modifications to terms and conditions for procurements.
  • Advertising and announcements; schedule advertising and announcements of Request for Proposals (RFPs) and Request for Qualifications (RFQs) and Invitation for Bids (IFBs) in relevant sources; conduct outreach to broaden the bid applicant pool.
  • Prepare RFP, RFQ, and IFB documents. Develop RFP/RFQ/IFB following SGVCOG policies and applicable codes and regulations; coordinate established audit functions to ensure that pre-award audits of contracts and amendments are conducted.
  • Participate in the contractor selection process, including establishing evaluation criteria, analyzing proposals, and participating in interviews.
  • Responses to bidder/proposer questions and addenda; participate in and document bid and proposal evaluations, including determination of responsiveness and cost/price analysis.
  • Responds to bid protests and debriefings of unsuccessful proposers.
  • Prepares various reports and correspondence; prepares and maintains documents on various contract and contract administration issues.
  • Coordinates with SGVCOG internal staff and managers to ensure that consultants and contractors comply with contract requirements.
  • Assists with contract closeout activities such as final audit, final payment, and reporting to funding agencies.

  • Theories, principles, and practices of public sector procurement and contracts.
  • Labor compliance principles and practices, including wage provisions applicable to work performed.
  • Methods and techniques of developing bid packages and content, including project or product specifications.
  • Methods and techniques of negotiating contracts and services.
  • Modern office practices, procedures, and equipment, including computers and software applications relevant to work performed.
  • Safety practices applicable to the work.
  • Principles and practices of sound business communications.
 
ABILITY TO:
  • Compile, analyze and interpret complex data. Negotiate transactions effectively.
  • Exercise judgment and creativity in making decisions.
  • Analyze situations, identify problems, and recommend sound solutions.
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements.
  •  Interact professionally with various levels of SGVCOG employees and outside representatives.
  • Prepare comprehensive reports and correspondence.
  • Represent the SGVCOG effectively in dealings with federal, state, and local representatives.
  • Communicate clearly and effectively, verbally and in writing.
  • Provide professional-level support within a complex procurement contract environment. Evaluate contract documents and make sound recommendations for improvement.
  • Maintain confidential information.
  • Operate a computer, standard business software, and various computer software programs and databases related to the area of assignment.
  • Establish and maintain effective working relationships with all those encountered during work.
 
EDUCATION & EXPERIENCE
  • Graduation from an accredited four-year college or university with a bachelor’s degree in public admi­nistration, business administration, economics, finance, operations management or a related field.
  • One year of professional experience in contracts compliance or procurement administration; administrative analysis and research; policy development or fiscal administration, including budget or management responsibilities; or an equivalent combination of education, training, and experience.
  • Desired: Obtained a Certificate of Public Procurement Officer, Certificate of Professional Purchasing Manager, or similar field certification.
LICENSES
A valid California Class C driver’s license and the ability to maintain insurability under the agency’s vehicle insurance program.PHYSICAL & MENTAL DEMANDS 
While performing the duties of this job, the employee is regularly required to sit, walk and stand; talk and hear; use hands to finger, handle, feel or operate objects, tools or controls; reach with hands and arms; perform repetitive movements of hands or wrists. The employee is frequently required to lift 25 pounds unaided. Specific vision abilities required for this job include close vision, distance vision, use of both eyes, depth perception, color vision, and the ability to adjust focus. While performing the duties of this class, the employee uses written and oral communication skills; reads and interprets data, information, and documents; analyzes and solves problems; use math and mathe­matical reasoning; observes and interprets people and situations; learns and applies new information and skills; performs highly detailed work; deals with changing deadlines, constant interrup­tions, and multiple concurrent tasks; and interacts with others encountered in the course of work, including frequent contact with customers and/or the public.
 
RECRUITMENT INFORMATION
The SGVCOG is seeking to fill one position in this recruitment. This position will close on September 18, 2024, at 11:59 p.m.; applications received after this date will not be considered. A minimum of two interviews will be conducted. The first oral interview will be conducted remotely and scheduled during the week of November 4, 2024. The selection interview is tentatively remote and will take place the week of November 11, 2024. Professional references may be requested. Employment at the SGVCOG is contingent upon a successful background check.
 
 
SALARY: $ 70,063 – 92,667
*The starting salary is determined by years of relevant working experience, educational and training background; usually will not exceed the mid-point of the range.
