About the SGVCOG

The San Gabriel Valley Council of Governments (SGVCOG) is a regional government planning agency that aims to maximize the quality of life in the San Gabriel Valley. We are a joint powers authority consisting of 31 incorporated cities, unincorporated communities in Los Angeles County Supervisorial Districts 1 and 5, and three San Gabriel Municipal Water Districts. 


The Position

The SGVCOG is seeking to fill one full-time Principal Management Analyst position to oversee various programs in the Regional Planning and Programs department including:

  • Measure A - Regional Renter Protection & Homelessness Prevention: The SGVCOG is anticipated to receive Measure A funding from the Los Angeles County Affordable Housing Solutions Agency (LACAHSA) to implement regional programs through contracts with subrecipients. This program will mirror the approach of the SGVCOG’s existing Housing Solutions Fund, which provides service providers with quick access to flexible funds to help persons experiencing homelessness move into housing and to help those at-risk of homelessness stay in housing. Given Measure A is a new funding source for the SGVCOG, the Principal Analyst would be responsible for setting up and overseeing the administration of these funds. 
  • SGV CARE/Prop 47 Program: The SGV CARE program provides 2-person teams to respond to 911 calls relating to mental health crises. The teams provide de-escalation, crisis support, follow-up, and linkages to other services for their clients. In FY 25-26, the SGVCOG will use newly awarded State funding (Proposition 47) to expand services and add new partners to SGV CARE with a renewed focus on reducing recidivism. The Principal Analyst would be responsible for overseeing staff implementing the SGV CARE program.
  • SGV Works - Workforce Program: The SGV Works program provides paid on-the-job training and supportive services (e.g. soft skills training; resume building; etc.) to participants facing barriers to employment. The participants served include transition-aged youth, residents of regional tiny home interim shelter sites and other persons experiencing or at-risk of homelessness, and justice-involved individuals. The SGVCOG partners with service providers to offer wrap-around services for the participants and help them secure permanent employment at the end of the SGV Works program. The Principal Analyst would be responsible for overseeing staff implementing this program.

  • Provides responsible staff assistance and professional expertise to city staff, elected officials, and policy and technical advisory committees to advance SGVCOG strategic positions on assigned areas of expertise.
  • Performs complex analysis and review of service delivery, budgetary, financial and operational systems. 
  • Serves as project manager for various projects, responsible for ensuring compliance with scope, schedule, and budget for projects, managing risk, and communicating with stakeholders.  
  • Develops funding proposals, white papers, policy alternatives and strategies; prepares and presents data, reports and recommendations.
  • Identifies, plans, develops and implements new or modified programs that would promote and enhance the mission, goals and objectives of SGVCOG and the region; oversees and participates in the conduct of necessary research and analysis to justify the appropriateness of implementing the proposed program/project; prepares presentation materials and background documentation; monitors project success using appropriate tracking and feedback systems.
  • Identifies funding sources for programs and coordinates regional efforts to gain access to or distribute funds; and prepares or coordinates grant applications, contracts or partnership agreements.  
  • Negotiates grant/contract agreement terms and conditions and performance and reimbursement requirements with federal, state and local agencies; monitors grant/contract performance and expenditures; reviews invoices for payment; researches and resolves contract problems and disputes; prepares funding obligation progress reports in order to meet reporting requirements.
  • Participates in the contractor/consultant selection processes; develops scopes of services and assists in forming evaluation criteria, proposal analyses and bid reviews; may participate in interviews, evaluations and negotiations with proposal respondents; provides input on awards to management and the Executive Director.
  • Oversees contractor/consultant contracts, including monitoring performance and expenditures, reviewing invoices for payment, reviewing and evaluating contractor/consultant deliverables; managing contractor/consultant disputes 
  • Oversees development, administration and monitoring of assigned program budgets and fiscal activities; tracks expenditures; projects future funding needs; identifies appropriate and available funding sources; oversees major funding disbursements to member agencies; responds to questions regarding the appropriate uses of funding; maintains relevant records and documentation.
  • Represents SGVCOG and its programs/projects at community events and to other organizations, member cities, special interest groups, state and local governments, elected officials and the public; establishes and maintains agency relations; makes presentations and responds to complex and sensitive questions and requests for information; provides information and assistance regarding assigned program and service areas; responds to and resolves inquiries and complaints; promotes the agency’s mission and goals.
  • Supervises relevant staff and coordinates program-related activities and reports.
  • All other duties as assigned. 

Knowledge of:

  • Principles and practices of administrative, financial, policy, and legislative/regulatory analysis.
  • Federal and state grant-funding agencies, regulations, and requirements related to assigned program areas. 
  • Federal and state funding cycles and processes of funding acquisitions, uses, timelines, and availability.
  • Principles and practices of contract negotiation, development, and administration.
  • City government and inter-governmental relationships.
  • The legislative and regulatory process, its steps, and influence points.
  • Qualitative and statistical research and analysis techniques relevant to the regional planning process. 
  • Basic principles, tools, and techniques of project planning and management.
  • Structure and organization of public sector agencies.
  • Practices, techniques, and methods of marketing, public relations, and customer service.
  • Applicable local, state, and federal laws, rules, and regulations governing the area of assignment.
  • Modern office practices, procedures, and equipment including computers and software applications relevant to work performed. 
  • Principles and practices of sound business communications.
  • Safety policies and safe work practices applicable to the work.
  • Practices and procedures for budgeting, purchasing, and maintaining public records.

Ability to:

  • Identify and respond to sensitive regional and organizational issues, concerns, and needs including those raised by Governing Board members, senior management of member cities, and other public agencies.
  • Research, analyze, and interpret complex laws and regulations, financial and other data and develop reports, recommendations, and supportive materials related to the program area. 
  • Prepare highly technical funding proposals, agreements, financial reports, and grants.
  • Apply critical thinking skills in analyzing highly technical and complex requirements to identify impacts and implications on operations and potential consequences for the agency.
  • Work consultatively within the SGVCOG and with funding and member agencies.
  • Define issues, analyze problems, evaluate alternatives, and develop sound, independent conclusions, and recommendations following laws, regulations, rules, and policies.
  • Present proposals and recommendations, logically, and persuasively often in a public forum. 
  • Understand, interpret, explain, and apply applicable laws, codes, and ordinances.
  • Exercise tact and diplomacy in dealing with complex and confidential issues and situations.
  • Represent the SGVCOG effectively with all those encountered in the course of work. 
  • Graduation from an accredited four-year college or university with a bachelor's degree in communications, political science or public administration, business administration, economics, or a related field. A master’s degree is desirable and may be substituted for one year of experience.
  • Seven years of professional experience in administrative analysis, program evaluation and management, high-level administrative and operational support, and the preparation of complex analytical reports within a social service, non-profit, or government setting. Experience focused on homelessness issues is highly desirable.
  • At least two years in a supervisory role.

The Ideal Candidate

The ideal candidate will possess experience overseeing complex regional programs, and extensive project management skills related to budget, contract compliance and schedule. They will have experience in interagency coordination and public representation and the ability to operate independently.

Location Requirements

The SGVCOG is in the San Gabriel Valley of Southern California. Applicants considered for this role must currently live in Southern California or be willing to relocate. The agency does not contribute to relocation or commuting costs.
