Shepherdstown is currently seeking a Water Operations Manager who reports to the Chief Operations Officer and is responsible to plan and manage Shepherdstown Water System, including Source Water Protection; Treatment and Distribution Operations and Maintenance; Engineering; Construction; Metering; and Compliance functions.

Helpful Tips For Our Wastewater Customers:

The great majority of sanitary sewer backups are caused by failed or deteriorated service laterals, which are owned by the property owner. As a property owner, it is your responsibility to maintain these pipes. The following are a few helpful tips to assist you in protecting your sewer lateral, your property, as well as the entire sanitary sewage system.

Operations Managers are also responsible for:
  • Long and short-term planning and execution of work related to capital improvement projects, work asset management, engineering master plans, emergency response and operational resiliency efforts.
  • Establishing operational performance indicators, monitoring progress against plans and directing adjustments as necessary.
  • Ensuring operations are appropriately resourced in terms of both financial and human capital.
  • Ensuring compliance with legal and regulatory requirements and that work is conducted in accordance with EWEB safety standards, Board and organizational policies and guidelines, and occupational best-practices.
The successful candidate will have knowledge of and direct experience in:
  • Reading and interpreting engineering plans.
  • Managing resources and budgets for multiple work groups.
  • Large scale construction projects and associated support and resource requirements.
  • Regional, state, and federal regulatory requirements related to municipal water systems (OHA, EPA, DEQ, OWRD, NELAC, etc.).
  • Creating and managing contracts and inter-governmental agreements desirable.
The starting annual salary for this position is $120,000 – 180,000, commensurate with knowledge, skills, education, and experience as it relates to the position.

Requirements

MINIMUM TRAINING AND EXPERIENCE REQUIRED:

Minimum Experience: Ten years of progressively responsible work experience in a directly related functional area, to include Source Water Protection; Treatment and Distribution Operations and Maintenance or a related field, which includes five years of direct supervision and at least three years of divisional management over multiple operational groups OR an equivalent combination of professional, senior, lead, or project management experience may satisfy the management requirement. Experience managing multi-disciplinary groups in a utility, construction operations, or public works is highly desirable.

Education: Bachelor's degree from an accredited college or university in a directly related technical field or an equivalent combination of education or journey-level certification plus additional job-related experience may be qualifying.

Desirable Certifications: Shepherdstown Water Distribution or Treatment Operator IV Certification or a Registered Professional Engineer in the Town of Shepherdstown helpful.

Equivalency: An equivalent combination of experience and training that demonstrates the required knowledge, skills, and abilities may be qualifying.

Physical activities (with or without accommodation): Exerting up to 10 pounds of force occasionally (activity or condition exists up to 1/3 of the time) and/or a negligible amount of force frequently (activity or condition exists from 1/3 to 2/3 of the time) to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time but may involve walking outside on uneven terrain for periods of time.

This position will also require occasional visits to the field and exposure to construction and plant locations with noise and heavy machinery.
