The Department of Resource Management is a comprehensive agency comprised of the Environmental Health Services, Building and Safety, Planning Services, Public Works, Parks and Administrative Services Divisions. The department provides for the well-being of Solano County's present and future residents and the public at-large through administration and enforcement of Federal, State, and Local laws and policies pertaining to environmental health, building construction, land use planning, transportation and recreation. The Environmental Health Services Division is responsible for protecting public health and the environment by implementing environmental health programs in three broad areas:
  • The Consumer Protection Program, which includes food facilities, pools & spas, body art, and public events 
  • The Technical Services Program, which includes drinking water wells, septic systems, and solid waste handling and disposal
  • The Hazardous Materials Program, which includes aboveground and underground storage tanks, hazardous materials & hazardous waste management, and emergency response.

THE POSITION

The Department of Resource Management is seeking candidates that have experience performing tasks related to a broad range of Environmental Health and Safety laws and regulations or have the desire to learn.

The Environmental Health Specialist (Entry) will learn how to and conduct inspections, investigations, and evaluations. As an Environmental Health Specialist (Entry) you would review plans and reports, prepare written records, process permits, and assist the public by providing information to ensure compliance and enforcement of regulations specific to Environmental Health and Safety. This entry level class is in training to qualify for testing and registration as an Environmental Health Specialist with the State of California.


The Environmental Health Specialist (Journey) will work independently under general direction of the Environmental Health Supervisor to provide enforcement and consultation for a broad range of Environmental Health and Safety laws and regulations. As an Environmental Health Specialist (Journey) you would conduct inspections, investigations, and evaluations, processing permits and providing information to the public to ensure compliance with health and safety codes and regulations. 


EDUCATION AND EXPERIENCE REQUIREMENTS

Environmental Health Specialist (Entry)
$6,223.21 - $7,564.35 Monthly

Education/Training: Must have a current evaluation letter, from the State of California, Department of Health Services, stating certification for employment as an Environmental Health Specialist Trainee, which includes possession of a Bachelor’s degree, from an accredited four-year college or university, which meets the requirements of the California Health and Safety Code, Division 104, Part 1, Chapter 4, Article 1, Section 106600 (et sequiter).

Experience: No experience required. 

SPECIAL REQUIREMENTS 

  • Appointments at the entry level are not expected to be continued for a period longer than three years. Failure to gain Registration as an Environmental Health Specialist in accordance with the California Health and Safety Code, Division 104, Part 1, Chapter 4, Article 1, Section 106600 (et sequiter) within three years of appointment will result in termination.
  • Possession of or the ability to obtain a valid Class C California driver’s license.

Environmental Health Specialist (Journey)
$7,206.60 - $8,759.67 Monthly

Education/Training: A Bachelor’s degree, from an accredited four-year college or university, which meets the requirements of the California Health and Safety Code, Division 104, Part 1, Chapter 4, Article 1, Section 106600 (et sequiter).

AND

Experience: One (1) year of experience at the level of Environmental Health Specialist (Entry)

SPECIAL REQUIREMENTS 

  • Must be registered with the State of California as Registered Environmental Health Specialist, in accordance with Division 104, Part 1, Chapter 4, Article 1, Section 106600 (et sequiter) of the California Health and Safety Code.
  • Possession of or the ability to obtain a valid Class C California driver’s license.

A minimum score of 70% is required to continue in the selection process, unless otherwise announced.

PLEASE NOTE THE FOLLOWING:  Candidates who attended a college or university that is accredited by a foreign or non-U.S. accrediting agency must have their educational units evaluated by an educational evaluation service. VETERAN'S PREFERENCE POINTS 

To be eligible, applicant must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions.  A COPY OF THE DD 214, SHOWING DISCHARGE TYPE (GENERALLY COPY 4), MUST BE RECEIVED IN THE HUMAN RESOURCES DEPARTMENT BY THE APPLICATION REVIEW DEADLINE. Applicants who have a service-connected disability must also submit a recent award letter from the VA stating they are receiving disability benefits for service-connected reasons.  
 
Veteran applicants for initial County employment with an honorable or general under conditions discharge shall receive five (5) points added to their combined score.
