Position: Housing Specialist / Regional Resource Development Specialist
Hours: Non-Exempt, full time 40 hours a week
Qualifications:
1. AAS/AAA, or High School diploma with qualifying experience.
2. Demonstrated commitment to integrated community-based services for individuals with disabilities, their family members and other natural supports.
3. Knowledge of housing resources for individuals with disabilities.
4. Able to develop collaborative relationships with regionally based stakeholders, including local Departments of Social Services, other local government entities, providers, advocacy organizations and others necessary to assure a comprehensive coordinated approach to housing and services for individuals with disabilities.
5. Familiarity with HCBS waivers.
6. Awareness and understanding of disability rights issues.
7. Excellent organization, communication, computer and writing skills.
8. Willingness and ability to work with diverse groups.
9. Valid driver's license and proof of insurance.
10. Strong belief in and commitment to integration of people with disabilities in all areas of life.
11. Willingness to learn sign language.
RESPONSIBILITIES
1. Extensive travel in a twelve-county service area.
2. Provide information regarding the TBI / NHTD Housing Subsidy Programs to participants, families, and Service Coordinators.
3. Manage all aspects of the TBI / NHTD Housing Subsidy Programs including responding to new subsidy requests, consulting with the NYS DOH to obtain necessary prior approvals, reviewing / approving / denying housing subsidy requests.
4. Refer ineligible individuals to other housing resources.
5. Complete the NYS DOH annual housing audit.
6. Complete monthly housing expenditure reconciliations.
7. Complete housing quality standards inspections to ensure program standards are met.
8. Respond to / address / remediate housing complaints on behalf of waiver participants and landlords.
9. Provide annual and on-going training to waiver service providers regarding the TBI / NHTD Housing Subsidy Program guidelines.
10. Serve as a source of information, resource and referral for consumers, providers and others regarding waiver services.
11. Interview and conduct preliminary assessment of potential waiver participants to determine eligibility and appropriateness for the Waiver.
12. Assist eligible applicants through the enrollment process.
13. Review, maintain, and approve all Waiver applications, supporting documentation and service plans, issue Notices of Decision.
15. Attend quarterly meetings in Albany and other such meetings and trainings as required by DOH and/or STIC.
16. Collect and maintain accurate comprehensive statistical and other data in accordance with STIC’s policies and procedures and submit required reports/forms in a timely manner.
17. Maintain confidentiality regarding consumers and any materials related to them in files, mail, faxes, emails, etc.
18. Work collaboratively with Survey, Audit, and other NYS enforcement entities to ensure provider compliance with waiver standards.
19. Ensure execution of protocols established to support participants right to due process and Fair Hearing responsibilities.
20. Other Roles and Responsibilities as Defined by STIC, DOH and Supported by the RRDC’s Contract with DOH.
