JOB OVERVIEW: This position is responsible for management of lakes, ponds, and streams within St. Charles County parks, coordination and oversight of recreational access to waterways throughout the county, assessment of physical and biological changes to habitat of aquatic lands, development of policies and projects to restore habitat, routine monitoring and maintenance of aquatic amenities and habitats; education and public outreach. This position will coordinate with the Division of Development Review to ensure compliance with the county’s MS4 permit and improve stormwater management.

Responsiblities

  • Create, implement and regularly update long-term plans associated with the management of St. Charles County Parks aquatic resources.
  • Ensure compliance with St. Charles County’s MS4 permit and environmental regulations.
  • Develop and implement the stormwater management programs to improve natural “green” stormwater management along creeks and streams in the county.
  • Design and coordinate monitoring and evaluation programs related to water quality, aquatic vegetation, fisheries, invasive species, lake/stream use and shoreline health.
  • Create, implement and regularly monitor stream restoration efforts to improve environmental health of rivers and streams to support biodiversity, recreation and habitat development. Will work with stakeholders, external partners and volunteers to leverage funding for program implementation and operation.
  • Plan and coordinate volunteer efforts to improve water quality and habitat, including but not limited to organizing regular countywide Stream Clean events.
  • Research, secure and administer grants to support planning and ongoing operational initiatives involving natural “green” stormwater management and park aquatic improvements.
  • Implement long range operational and maintenance plans to ensure streams and lakes are accessible for recreational using. Task include but are not limited to, the installation and monitoring stream gauges, removing debris, clearing trash and reducing obstructions.
  • Conduct long range studies of lakes and waterbodies to ensure health of aquatic environment, including lake mapping, water depth surveys, habitat creation and fish population studies.
  • Monitor and manage Parks Departments fishing activities including opening areas for harvest and instituting catch and release restrictions.
  • Monitoring and coordinating efforts to reduce presence of invasive animal/plant species and algae growth.
  • Conducting or participating in research that may include field work and managing contracts with external partners.
  • Maintains inventory of aquatic plant and animal communities.
  • Develop partnerships to further goals of natural resource programs. Develops and implements long-range plans for the interpretation of the park's aquatic amenities and resources.
  • Responsible for developing seasonal, annual, and long-term management practices to sustain healthy aquatic communities and landscapes.
  • Works with other park and county staff to develop good practices and procedures to reduce negative impacts on water resources and storm water runoff.
  • Operates various types of vehicles including trucks, boats and tractors.
  • Also uses numerous hand tools including shovels, sprayers, rakes, chainsaws, weed eaters, pruners and shears.
  • Supervise the hiring, training and day to day activities of Natural Resource Specialist to assist in the management of Parks Department aquatic management.
  • Purchases equipment and materials needed to implement and maintain quality natural areas and areas of high visibility within the park system. Prepares budget requests for future years.
  • Prepares daily, monthly and annual reports as required by immediate supervisor.
  • Conducts training sessions.
  • May be periodically required to assist in Park Programming and activities outside of normal job duties and hours.
  • Develops an effective working relationship with volunteers, civic groups, service organizations, and the general public. Periodically represents the Department providing presentations and information to public entities.
  • Assists with additional Natural Resource (forestry) projects, park construction and various maintenance projects when needed.
  • Performs other duties as assigned.

Requirements

  • Education
    • Bachelor's degree in Natural Resource Management or closely related field.
    • Master’s degree or equivalent work experience preferred in the fields of environmental science/engineering, watershed or natural resource management, geoscience, aquatic ecology, biological sciences, or hydrology.Certifications
    • International Society of Arboriculture Certification required or ability to obtain within one year.
    • Must have and maintain a satisfactory driving record with a valid Missouri Class A Commercial Driver’s License with air brake certification, or the ability to obtain one within six months of employment.
  • Job Experience
    • Minimum of three (3) years of directly related work experience directly involved aquatic resource or habitat management including at least one (1) year in a supervisory capacity.
    • An equal combination of education, experience, and/or training may be considered.
  • Knowledge, skills and abilities
    • A valid Missouri Pesticide Applicators License required, or the ability to obtain one within six months of employment.
