Job Description                      

 

This position is located within the Bureau of the Comptroller, Office of Student Financial Assistance Financial Payments Section. This is highly technical and specialized work performing financial quality control functions on financial and accounting issues relating to administration of the Federal Family Education Loan Program (FFELP). Primary responsibilities encompass performing internal audits and reviewing and evaluating audit reports generated by and for the Florida Department of Education, the State of Florida, the United States Department of Education and other outside parties, and coordinating the resolution of financial inquiries and resolving consumer-related complaints regarding financial management of the FFELP.

 

Specific Responsibilities

 

  • Handles the maintenance of various specialized accounting records to account for collection or refund of borrower payments and other accounting transactions for the FFELP.
  • Reviews bureau reports and audits on FFELP financial issues for completeness, technical accuracy, and overall quality of presentation.
  • Monitors the quality control of reports and audits within the bureau and by state, federal and outside auditors.
  • Ensures consistency concerning report and audit standards and the overall quality of financial information disseminated regarding the FFELP.
  • Coordinates the resolution of inquiries by bureau and Department management and by state, federal and outside auditors regarding FFELP financial and accounting issues.
  • Monitors and performs quality control regarding timeliness, content and presentation of all FFELP internal and external financial and accounting reports.
  • Directs the monitoring of federal funds disbursed, received and allocated in coordination with the state comptroller.  Assists in coordination of activities.
  • Oversees preparation of financial statements, monthly, quarterly, and annual state and federal financial reports.
  • Produces specialized financial reports at the request of bureau and Department management and state, federal and outside auditors.
  • Complete financial analysis to determine trends and identify causes and results.
  • Prepare financial analysis of all areas of the FFELP including use and status of the guaranty agency trust fund, claim payments and collections.
  • Prepare income statement for the operating trust fund on a quarterly basis or as requested by upper management.

 

Knowledge, Skills & Abilities

 

  • Knowledge of student financial assistance loan programs.
  • Knowledge of general student financial aid program administration.
  • Knowledge of the methods of compiling and analyzing data.
  • General understanding of data processing and application methods.

LEAVE INFORMATION: SMS/SES

    • Annual Leave - Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
    • Sick Leave - Employees in Senior Management Service and Selected Exempt Service positions shall be credited with 104 hours of sick leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of initial appointment.

 

BACKGROUND SCREENING REQUIREMENT
