This leadership role offers the opportunity to shape and oversee Economic Stability (ES) services for the Covington Region. Under the direction of the ES Regional Administrator, the position leads day-to-day administrative, operational, and service delivery functions, while overseeing regional workforce and resource decisions. As a key member of the ES management team, the incumbent will collaborate on developing strategies, goals, and objectives that advance the mission of  and strengthen services for families and communities across the region.

Three years of the required experience for the following minimum qualifications must have been at the supervisory level or above in Child Support Enforcement, Child Welfare, or Economic Stability programs:

Nine years of social services experience; OR

Six years of full-time experience in any field plus six years of social services experience; OR

A bachelor's degree plus six years of social services experience; OR

An advanced degree in a social sciences field, business, public, or health administration, or a Juris Doctorate plus five years of social services experience.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
  • Program Performance & Quality Oversight
     Analyze and assess the effectiveness of Economic Stability programs by reviewing performance data and outcome measures; develop and implement strategies to improve service delivery, address performance gaps, and modify or clarify procedures as needed.
  • Strategic Implementation & Operational Management
     Ensure ES Managers implement regional strategies, goals, and objectives; monitor operations to ensure alignment with the mission of ES and the Covington Region, updating plans as policies, trends, or service delivery needs change.
  • Policy Compliance & Problem Resolution
     Provide guidance and oversight to ensure consistent and accurate application of policies and procedures; establish and maintain systems to measure quality and performance, troubleshoot operational issues, and recommend effective solutions.
  • Workforce Management & Staff Development
     Oversee recruitment, interviewing, and selection or promotion processes in accordance with applicable laws and policies; identify training needs, ensure appropriate instruction is provided, approve leave, monitor overtime, and recommend or initiate disciplinary actions as necessary.
  • Leadership, Performance Management & Team Development
     Foster a high-performance work environment through positive leadership and teamwork; set expectations, communicate progress, provide ongoing feedback, conduct evaluations, support staff development, and ensure subordinate managers carry out performance management responsibilities effectively and timely.
  • Stakeholder Engagement & Sensitive Case Management
     Build and maintain effective internal and external relationships; represent ES and the Covington Region at meetings and public forums, participate in committees and task forces, and collaborate with the ES Regional Administrator to manage sensitive or high-profile issues, ensuring timely reporting and recommending corrective actions.
